now that i look at it, it looks more like a carpet of immobility. the AI knew you were 2 turns from the last 2 parts and had to keep you from moving them to the capitol. all it could do was wait out the OB. i would be curious what a screencap of the turn it expired would look like, how many units got thrown into the ocean or other land areas.
