End turn without promoting unit

In my game I have just produced a couple atomic bombs, and it says I have 60/8 experience on them, but can't upgrade. The game won't let me end turn as it wants me to promote the unit. I have tried shift+enter which doesn't work. How can I get around this?
 
atomic bombs with promotions???

How did that happen, are you using any mods?
 
I am using the Communitas set of mods, I guess it's that then? So is my game broken and unrecoverable?
 
Perhaps. Next time, try checking the Save Promotion button in the advanced menu.
