Wait until it's done or declare war and rebuild it.

You can choose not to assign it after you build it or during reassignment. But you are prompted to assign it every turn.

I think Infantry#14 was referring to a nuisance: if you do not assign a route for a caravan or cargo ship, the game will ask you each turn where you want to assign it. I believe this can be remedied by putting the unit into sleep mode.
