Check the World Religions tab of the Religion Overview. It probably says no more religions can be founded. In that case, your only option is to create a Holy Site (to generate even more faith). You can then browse the various religions to see which ones seem most useful and then engineer a way to get that religion into at least one of your cities, so you can start buying Great Persons with faith, starting in the Industrial Era.

You have to be inside the city with your prophet to found a religion (so you have a holy city) or to . Later on after you founded one can you be next to a city and convert it, but not before.

Did you put Great Prophet in Capital\City? and does it have 4 actions left?
