What civilization would be best for OCC?

One City Challenge. Winning the game while only building your initial founding capital, and razing any other cities you capture.

Of course since razing now takes time, the OCC rules will have to be relaxed somewhat.

The fact that enemy capitals cannot be razed may also complicate matters!

It is also unclear to me whether city states can be razed.
 
for OCC, are you allowed to vassalize a city you capture?

In CIv4 all cities were automaticaly razed, I'm not sure if will be the same in Civ5 or or if we'll be able to keep them as puppet states.
 
Well, OCC is by its nature a voluntary house-rules enterprise to give you a challenge. So the rules are whatever you think they need to be to give sufficient challenge.

Razing all cities (1 pop per turn) and puppet-stating unrazeable capitals sounds plausible.
 
As we can't now settle GP in the cities, i don't think that GP are such a cornerstone of OOC as they were in Civ IV. As you get research from citistates, i think that the only essential specialists are the engineers.

Well thats not entirely true, having multiple great persons will alow your city to have some great great person improvements. Which should speed up your victory.
 
Actually Persia might be a great civ for this. If happiness is easy to come by in a OCC, then that could equate to a lot of golden ages.
