First to discover every civ, but not the first...?

I'm playing a game with Polynesia and used early scouting to meet every civ. It's now turn 179 (standard) and I've just had a message saying Brazil has met every civ and the WC is formed. How on earth does this mechanic work?

I met every civ by the end of the classic era but somehow that doesn't count?

You also need to discover printing press.

You need to have the Printing Press technology researched to establish the World Congress. Brazil beat you to that.

I was alone on a small continent and was the 1st to get to the mainland... but the 1st civ 1 met got the palm because the met they other civs on mainland before i did...
