I think you have posted map not long ago, where you got broke exactly for this reason. I hope it will not happen here, but still 2E of pigs was clear candidate for 2nd city. It would be on plain hill, could work pigs from first turn and plain cows without border pop - become productive very fast - big contribution to whatever plans you have in mind, AND it would cost almost nothing in maintenance.
