When do City States build their first worker?

What turn?

Just had one show up on turn 25. But on another game I was waiting longer (turn 35) and it really set me back after a Tradition start.

People say don't build a worker, use the hammers on a shrine/granary/archer, but waiting til t26 seems a bit silly when I could build a scout, not bother with the monument because Tradition and go straight to worker, optimising citizen management and getting it faster than t25.

This doesn't even factor in that I then I have to waste 1 turn to grab the worker, then move him with my escort usually at least another 5 turns, meaning I only start improvements t32 or later.
 
At deity they show much faster than any other levels. Check if a cs is starting on a hill and/or with some early hammer tiles that they ''might'' work. Place your unit on a food tile to force him to work a hammer tile sooner so he can get out a worker faster.
 
It seems they pop up when a city state has 4 population.
