Start bias with Tectonic map script

What am I doing wrong?
I leave the start bias enabled, set up a new game on Tectonic map script playing for Morocco, and I keep getting started on tundra or jungle area. Where is my desert? What am I doing wrong?

From a pure coding standpoint, you're doing nothing wrong. Another modder once said:

Basically, one giant programming quirk.

I don't get the quote. Start bias means likely to happen. But it's not a guarantee.

I don't recall ever seeing the "Tectonic map script" in the choices in the advanced settings menu.
