NO COAL GLITCH (w/ pics) Have you seen this?

Playing as Germany, Emperor, random all.

There is no coal available. I have mined coal and allied CSs with coal. Still, I have no coal. I can't trade for coal either.

Have you ever seen this? What do I do?

Bratislava might not have Industrialization yet. I don't see your mined coal anywhere (turning on resource bubbles would help).

Also, what tech are you at? Are you using mods etc?

I've run into this as well. It's odd that I hadn't before Brave New World. I wonder if coal has become more rare?

Anyhow, it seems city states won't gift coal unless the average tech level is high enough that city states have industrialization. The way around this is you can pay to have them develop the coal, but if there's already a mine on that location you won't be able to. It's annoying, and it's even more annoying in BNW where coal has the added importance of getting an ideology. I think the same problem happens with aluminum as well. So for now, it pays off to see if you can develop the coal before putting in the work to ally the city state.

Edit: There's also a ton of threads on this. So it seems everyone's noticing it now.
