Free Social Policies applying to Tenets?

I do wonder, are Tenets basically treated as social policies for all intents and purposes? So Poland's ability would apply to them, the Oracle and other free SP-providing Wonders as well, and I think Prora's ability applies to tenets as well?

Yes, anytime you get a "Free Social" policies I believe it applies to both Tenets and Policy Trees, there is a single exception, when you adopt an ideology and recieve 2 or 1 free tenet, it is ONLY a tenet that you get.

@OP: Solidarity (the Polish UA) explicitly states it can be used to get a Tenet.

However, someone pointed out that this triggers (apparently) only the turn after you enter the era, so it's a bit weird...
