OOC:To: the United States of America, Chile
From: the United Kingdom of Great Britain and Ireland
We never made any agreement of the sort. That was never part of any deal ever. If you think that was even considered at any point, your interpretation of the agreement is severely flawed.
The Patagonia region is Britain's and New England's to administer and divide as they see fit, as per their pre-existing colonies in the region, and always will be. The Patagonia region is British and we will be enforcing our claims by force if necessary. Patagonia is part of British La Plata and we will not be removing ourselves from it.
Chile will cease to arm the Patagonian natives, or there will be consequences.
Brazil and the United States have zero claim to the territory and would do well to stay out of it.

The hypocrisy of the United States is absurd. You claim to acknowledge Peruvian claims on Bolivian lands, yet call our annexation of border regions a "land grab"? What claims in particular do you support from Peru? And does the United States truly believe that it is responsible for a nation such as Peru to wanton-invade over such disagreements? Why did Peru not go to mediation beforehand? These 'traditional Peruvian' lands have also been traditionally Bolivian, since the days of Spanish rule. They looked to Sucre for leadership, not Lima.

We feel like the division of Patagonia should be mostly a Chilean one, and not from some foreign colonizer. We've had enough of European meddling in our homelands, we don't need more.
EDIT: To helpful spur on the growth of UU's, I lowered the prices. And again, sorry, no refunds.

To: The United States, France
We agree with the United States's proposal in it's merit, though we would like France to be among the observing nations to see to it that our historic claims to lands occupied by the Peruvians can justly be returned to us. France was afterall the initial nation we contacted to help oversee the peace deal. It's only fair that they are a part of the peace process.
From: Peru
To: The United States, France
We don't wish for French involvement on any level.
