Best ideology with happiness off

My friend and I are working on a scenario set in the information age to be played through GMR, with happiness turned off. With the tech tree maxed out already and no happiness, is Autocracy a no brainer? Note, only domination and time victory are enabled in this scenario. I've though about choosing Freedom but Order has too many happiness related tenants that would go to waste in this case.

Well, you have turned off the two most important things in the game, and conquest is the only way to victory other than sandboxing for 500 turns, so... probably.
