Policy Acheivements

I am having trouble unlocking Social Policy achievements. I can still unlock other achievements like winning with certain civs or victory conditions but I can't earn it for fully exploring Order, Freedom or Autocracy. I do not have any mod and have tried to do a clean re-install of the game. Any ideas why?

if you are playing BNW, you might try reverting to G&K or vanilla.
