What is the point of the 1066 scenario?

Playing this for the first time, about 30 turns in and I still can't find any cities - and I have no settler so I can't make one myself. Every now and then more units show up, but there's nothing for them to do except wander around an empty land.

Reloaded in case it was a one-off bug. but the same thing happened.

How am I supposed to build this Domesday book thing if I can't even find or settle any cities? Am I missing something?

Wait, I think I solved it myself... I loaded it as a mod instead of a scenario. Why is that even an option?

Because some people would, say wanna use InfoAddict as well as the other scenarios.

Which would break the scenario, apparently. Long-time pet peeve of mine when people interchange the two terms. Two different things. Scenarios are great (I wish people would work more on those).
