Well youre obviously not talking hills here, since all hills are the same. I assumed you meant settle the grassland and work the plains, which is what I do. (Plus, plains cities cant build stone works.) Did you have something else in mind?

A Windmill is good for a faster GE and some more hammers on an early World's Fair and for Freedom.
