First, a big thank-you to kiwitt, whose excellent post on this website allowed me to install CivIV on a Windows 7 PC. Thus, I could revisit my favorite scenario, Desert War.
I only recently noticed something odd about the Heroic Epic icon (Ghost Division for the Axis, Rats Of Tobruk for the Allies) in the scenario. Rats Of Tobruk indeed appears in the unit build box after Pearl Harbor, but its grayed out (need unit of 5+ experience). It stays grayed out even when I move such a unit into a city. From a few past games, I know its possible to build Rats Of Tobruk, but I cant figure out under what circumstances.
The Ghost Division is even murkier. The Civilopedia doesnt say when it appears, and I dont recall ever seeing it available.
So what are the actual rules for building the scenarios Heroic Epic?
