I think the Battering Ram could be just as strong as it is against Cities, but still be balanced in the extreme early game.
Just a simple suggestion. Change the bonus to be a "Bonus vs. Cities with Walls." If you haven't already guessed, the bonus only applies when the target city has Walls constructed.
I personally don't think the Battering Ram is overpowered overall, but I do think it's a little strong in the extreme early game when the Hunnic player has beelined Bronze Working. Requiring the Enemy to have Walls sort of shifts the Huns' time to shine to a little later in the game.
