Crashing before world congress forms

I've been trying to figure out why I'm crashing to desktop during the renaissance, and I noticed that it generally happens around the time I research printing press. It was just about to be my turn and I was about to finish printing press when it crashed. What could cause the game to crash when the world congress forms?

Is there a custom civilization without names for its spies? That will cause a crash when that civilization gets its first spy.

I don't think so, I can try disabling all custom civs but it was crashing right when it was about to be my turn, before the world congress formed, so wouldn't it be related to that?
