Diocletan! Who the hell is Diocletan!
Was my first thought. well the mother in law is a Rome nut and pegged Him strait way as the last purger of the Christians and a little further looking shows how bloody important he was. His reforms held and uplifted the empire for 100 years after steady decline.
Favorite civic; Bureaucracy he ushered in the largest roman bureaucracy they ever had and reformed their tax structure.
Traits Aggressive he was winning wars all over and Probably Imperialistic as he swore in a Co-emperor and two sub emperors to divide the roman lands into five administrative areas. Otherwise financial representing the fairer but more lucrative tax laws he ushered in. Organised or Industrious would be outside possibilities but as other Roman rulers have them well covered I think they wouldn't add much.
An Aggressive / Financial Leader with Praetorians might be a bit overpowered so some might want to switch his favored Roman Cavalry
