Ok I had enough of them, every time an AI attempt to get an culture win, they tend to become stagnate.
They'll build 2-4 cities then stop expanding forever.
And finally their military will be up to date or hopelessly behind.
And since they're going for a cultural win which means they will have alot of military in their borders because they're not really actively murdering their neighbors out of envy of their lands.
Thus their number of the cities means their culture per turn isn't enough and resulting in very tiny tourism!
Because you only can have
2 writer specialists.
2 artist specialists.
2 musician specialists.
Then
Amphitheater, Opera House, Museum, and a Radio tower.
That permits five great works which brings us to twenty great works if cultural civ have built four cities at minimum.
And finally National Epic which allows another Great work.
Then additional slots is really up to luck whether they gets it or not.
So ten tourism multiplexed by four equals forty. Plus other one for national epic which brings that up to forty-two tourism. And this gets boosted further by hotels and such.
Which results in cultural AI's culture being terrible when compared to huge Order and Autocratic's empires which support so much more! And on top of their autocratic/order's claims on alot of antiquity sites in the world.
Which naturally result into Order/Autocracy AIs being a top competitor for Cultural victory and influencing other AIs enough thorough tourism.
And cultural AIs tend to go Freedom which is also pathetic and weak.
Firaxis need to do a overhaul on Cultural AIs.
Preferably to a point where they will at least expand when it's beneficial for them and have enough gold for rushbuying amphitheater, etc in the new size 1 town immediately to fit in even more greatworks and threaten me with their tourism and making my autocratic citizens become greedy capitalists.
Naturally this will mean Cultural Ais need to have good military so that Order/Autocracy can't just go oh hey, they might win in 100 more turns and immediately declare war on that insolent weak freedom civ and wipe them out in 3 turns. Because if they expand, they will have better military than they currently do in the game.
As it is, i just target cultural civs and raid them and take their cities like taking candies from babies.
Successful AI warmongers tend to become partners with me because I see them as my equals as I try to smash anyone else whoever looks wussy.
