"Some buildings are making us unhappy" X 2

I've noticed late in the game that unhappiness seems to become a major problem. The part of the city screen for unhappiness shows two items entitled "Some buildings are making us unhappy". Of the two, the second value seems to be the same for all cities. Does anyone know where does the second block of unhappiness come from?

It's probably from wonders which is why it shows the same amount in all cities.

Thanks Thunderbrd. Actually, I figured it out. I had let crime get out of control, and some crime pseudo-buildings add unhappiness to all cities.
