Question: Any idea what mod is causing this?

I've come across what might be a weird bug or so. Or else I didn't pay attention to mod descriptions, but whatever.

In my current game, every annexed/puppeted city is only using half of its population.

What this means is that, say, if the city has 4 pop, I can only assign 2 of the population to work tiles or become specialists. The remaining 2 aren't even loitering as unemployed citizens; they're just mysteriously absent as if they don't exist. Yet the city screen says 4 pop, and at first glance science output and such is still like a 4 pop city. And I need a 2 population increase to gain 1 'assignable' citizen.

Cities I settled myself aren't having this problem. Building a Courthouse on annexed cities doesn't solve the problem.

Does anyone know whether a mod with such an effect exists? Or is this some bug resulting as a byproduct from having too many mods together?

Never seen this before, it's weird. And it's a little irritating; even when conquering cities on good spots now I'll have to burn them to the ground and settle anew if I want to realize their full potential, and even then you can't raze original capitals so... ugh.

Just my luck to have this issue turn up when I'd rolled my sleeves up for a warmongering game :mad:
