Why is AI stuck on neutral?

Probably because you've not done anything to change that modifier... or it has a positive and a negative modifier... mouse over the "Neutral" in the dropdown, and it will tell you what modifiers, if any, have been applied...

Also if you're on a duel map the AI will almost always remain neutral (unless you're at war).
