With the choice of the People and the blessings of the Governor of Zarnia, we now come to this final point in the First Redisticting Congress.

The "Ratification of Borders" Poll.

The only option that has gained the support of the people (i.e. received 10 or more recommendations) and has earned the Governor's approval was the Proposal of Cyc. The Domestic Department's Codename for this is "Centra Provincia."

This proposal defines Zarnia as the (current) Capital of Fanatikku and the three surrounding Ring 1 Cities. Cities of Ring 2 or Further are in one of the three other Provinces.

For those that want legaleese:


The Boundary of Zarnia will be the Extent of the "Temple Radius" of the cities of Fanatikku, Zojoji, Immo, and Furuyama. The Capital of Zarnia will be Fanatikku.

The Southern Province shall consist of all Japatanican land outside of Zarnia that also lies Southwest of a line running from two tiles South of Immo to the Pisae Hills, then all land West of Pisae Exclusive.

The Eastern Province shall consist of all Japatanican land outside of Zarnia that also lies Northeast of a line running from two tiles South of Immo to the Pisae Hills, East of Pisae Inclusive, and Southeast of a line from two tiles Northwest of Shorin Ryu to two tiles Southeast of Zimbabwe.

The Northern Province shall consist of all Japatanican land outside of Zarnia that also lies Northwest of a line from two tiles Northwest of Shorin Ryu to two tiles Southeast of Zimbabwe.

The names and Capitals of the Southern, Eastern, and Northern Provinces shall be set by the Inital Governors thereof.

This poll will last for 72 Hours. Majority, Abstains notwithstaning, is required for ratification.

its a very good start and thats not a good reason : "I don't like the way they look. " please explain why you dont like them, it would help people decide their vote

question: would the president have to immediatly appoint 2 more governors or would we wait until the next election if this passes?
mayb its in the new col stuff...
 
BH, As long as the proposed province has three cities inside it or 50% of its area under Japanatican control, than the Pres appoints an "interim" govenor, If you'll call it that

Under the new CoL that's about an hour from passing.

And it would be 3 new Governors. Southlands is within the Threshold of 3.

Anyway, I voted no because province 1 is too small...

This poll is not a valid confirmation poll, as it covers the confirmation of the borders, not of the appointments. Any appointment of an official by the president to a vacant position may be challenged by a citizen with a conformation poll within 24 hours of the appointment. (Constitution Art. G; Sec. 4) Therefore I still maintain the power to challenge the appointment in individual polls. This poll merely determines whether or not the people approve of the boundaries, and in no way, shape, or form touches on whether or not the people approve of the appointments of the governors.

So there are going to be three new confirmation polls, everyone. Nice try.

may i inquire the reason you dont want these fine people running some provinces?
i am not trying to start a fight or anything, i just want to know the reason you dont want them in office
 
And the Clock is now Ticking, Epimethius. I expect Proper Results as guided by CoL Section G(2).
 
I've decided not to contest this, as doing so would not accomplish my goal. My goal is to have ALL officials wielding any decision power* elected directly by the people. Unfortunately, contesting these appointments would merely slow the process down, while bringing it to court would not work since the procedure is, unfortunately, constitutional. I am drafting an amendment and law to change this in the future however. But Invy, MOTH, and Regent Man do, unfortunately, have a constitutional right to set build queues, and I cannot successfully contest that right now.

* The CNO does not make any decisions at this point, but polls and recommends, while keeping track of something for convenience purposes. This puts us on the same level as the election and cartography offices.

Yes, how unfortunate that a deputy can set build queues in the govenor's absence. :rolleyes:

Well, I could be lonely and have to protect myself from others knowing I am invisible. But I won't become a homicidal maniac like Griffin. Hmm...maybe I also should have a reference to Ralph Ellison. But I don't know anything about him or his book. But I diverge; I'm sure Epimethius simply misremembered or mistyped.
