Brief History: This province was 'created' in Term 2, with MOTH appointed as governor and myself as deputy. We continued to serve the same positions in Term 3. This term, MOTH has decdided to run for culture, and I gained governorship of this province without a contest. And that's where the past ends and the present begins. This is my third straight term serving the province of Hai-Rando.

Honorable Governor Elect,
I welcome your thoughts on build queues for the end of my lame duck term. I wouldn't want to start anything that is contary to your future plans. Please check in over at the Term 3 thread. I'm going there now to post build queues.

Starting sometime in the Second TC, we would likely be able to construct Railroads.

Since the benefits of railroads are the same (instant transportation and +1 to Irrigation or Mines) whether the rail line is direct or serpentine, I would like you to ask your Mayors which tiles they would most like to be improved upon. Mined and Irrigated Tiles will be the only ones considered for these requests. (Doesn't mean I won't RR un"improved" tiles, but I would like to see your preferences.)

I would like to request that the 3 irrigated tiles be Railroaded as these are the only improved tiles within my city. I would also like to request that 3 roaded river hills be railroaded (and mined if possible). All that is needed for Epo to become a production and commerce powerhouse is to be able to work improved tiles.

Honorable Governor,
It appears that the Babs are pushing hard in the culture war. They are a small nation but are only impressed with our culture. This would put their total culture in the 5-7000 range. When devided by their number of cities the average is quite high.

I would encourage you to build more culture in Epo (a Cathedral or a Colosseum). I am also suggesting in the Wonder Discussion thread that Regent Town builds the Heroic Epic.

If the public agrees to build Heroic Epic in Regent Town I will surely add it to the queues. I haven't looked at the current save, but when I do either today or tomorrow, I'll see what I can do for Epolenep. Thanks for your awareness.

Please keep the budget in mind when considering building improvments and units. Much of our budget is dependent on foriegn nations. Also, more units under a 'free' government (if we revolt) would mean a much higher maintainence.

Of course when we go to a "free" government we would make a lot more income too.

We can switch Manchai to a privateer now, like Provolution wants, but we will waste 6 shields. I'm for it. Any comments on this matter?
I'm not sure what to build in Nihilon - it has 3 shields at size 2, and after it's current worker in one turn, it will only have 2. It's pretty useless.

@Zarn: I know, I'm keeping that in mind. Most cities only have 1 unit. About improvements - many improvements like marketplaces and courthouses will pay for themselves, so I see no problem building those, but for the others, yes, I see your point.

@MOTH: I put a Cathedral in the build queue for Epolenep.

I expect Heroic Epic to be confirmed for Regent Town. However I would like to request that you include a reference to the Culture Minister's instructions for a possible override if Heroic Epic is not approved (you should include an alternate build queue just in case.)

I notice looking at the save that we have lost the Horses near Manchai/Epolenep to Babyonian Culture. As we have just lost them, perhaps you should consider building more culture in Manchai rather than a Privateer to try and reclaim them. For your information we could now switch to a Cathedral (10 turns) and rush it for 184 gold, or a Uni (34 turns) and rush it for 664 gold.
