It's for Civ 2. Just got me thinking how cool it would be to have the Civ 1 source. We could adjust some things to make the game better like:
Add Hit Points
Make the first square of ocean a "shallow water boundary" that the AI has to make it's Trimreme move through like in Civ 3.
etc, etc.
I don't want to make the effort to petition, but i'd certainly support anyone who did. Does Microprose still own the rights?
