Post 2 has been updated with the current state of diplomatic relations and active trades.
Summary: We can count on France, America, and Aztecs to vote for us unless their relations with China are equally good. Iroquois and Zulu are definitely a risk to vote for someone else. Iroqouis have an embargo vs China so might abstain instead if their relations are bad enough. Russia would most likely abstain since they are at war with both China and us. Babylon is a swing vote. Polite status with us so they would be willing to vote for us, but might abstain if relations equally as good with China. Probable outcome Tokugawa 4 Mao 3 Abstain 2 If we eliminated Iroquois and Zulu without worsening relations with anyone else, we would definitely win with 4 votes out of 7. If we get Bablyon at war with China without worsening anyone else, we would probably get 5 votes out of 9. Taking out just one of Iroquois and Zulu does not help, as it would leave 8 votes and still require 5 to win.

Russia, Iroquois, Zulu are furious with us and would vote for our opponent unless also furious with them. Babylon, France, America, Aztecs are polite with us. France, Aztecs, and America all dropped to polite from gracious. We need to bring them back up to cement a vote. Second in power is China with a clear lead over France. They are our opponents in the election. We need active trades with France and Babylon to counter China's trades with them, preferably with us giving something per turn.

Minister DaveShack, after reading the chat log and reviewing the save last night, I have to say what a good job you did as DP. It is evident that the CoC works. It is also evident that you put the proper amount of time and care into each turn of play. Good job.

Minister DaveShack, I was wondering what plans you had to convince Babylon to vote for us in a Diplo victory. I agree that we should increase trade with the Babylonians to counter the Chinese trade deals, but surely there's something else we can do to extend the arm of friendship towards our southern neighbors.
