Welcome everyone to Edo Province. It's 1585 AD and Edo's build queues need updating to take account of current and future new developments, such as Tanks and something our scientists are working on called "Flight". They say they expect to make a breakthrough in 4 possible 3 turns if they step it up a bit.

We have several very productive cities in Edo, foremost of which is Shorin-Ryu. Shorin-Ryu is currently producing 74 spt (uncorrupted), which can be increased to 80 spt when the city grows next turn. 80 spt will allow the city to complete an Army in 5 turns, a Tank or an Airport in 2 turns, or a Fighter in 1 turn!

It needs 50 spt to produce a Tank in 2 turns, and in addition to Shorin-Ryu, 4 more cities can do this: En'Gha, Corrino, Odawara and Doomsville, 3 of which are producing Wealth, while Odawara is producing Cavalry! At present, we have a great deal of gold coming into our coffers each turn, I propose therefore to produce Tanks in at least some of these cities.

There is also the matter of En'Gha which is starving after pollution moved the labourer off the wheat tile owned by Zarnia province, Governor Octavian X has kindly agreed to return this tile to En'Gha's use. This will stop the starvation immediately.

Some MM is needed between Hill Valley and Duckburg. Hill Valley's growth will be limited by food, but it is currently blocking the use of hills by Duckburg.

There are several tiles which need railing and some forest which needs clearing around several cities, more to come later.

Hill Valley and Izananga-No-Mikoto, are both building Factories, and while lack of food will keep Hill Valley from growing, Izananga-No-Mikoto is very underdeveloped, there are unimproved hills and uncleared jungle in its radius, while workers are mining hills and clearing jungle that can not be use by any city! With a factory, the hills mined, the jungle cleared and a bit more irrigation to support the population this could be a good production city! A Factory rush (804 gold) has been requested to allow Izanaga-No-Mikoto to produce the improvements it will need as it grows.

*Flight is currently due in 4 turns so please change the Tank to an Airport via the big picture, if flight is achieved in 3 turns it can be changed as soon as an airport available, if Flight is not available in 4 then build the Tank, then start another Tank as a prebuild etc.
MM: Shorin-Ryu grows in 1 turn, please place the new citizen on mountain W of city

En’Gha

MM: Place the labourer on the irrigated desert 2SW onto the Wheat 2NW to stop the starvation

Hill Valley

MM: move the labourer on the horses SE to the tile SW, this will allow Duckburg to use the horses

Duckburg
Queue: Infantry until the city grows and achieves 50spt then Tanks (when it will grow will depend on when the requested worker task is carried out)
MM: Move the labourer on the hill SW to the horses NNW

Izanaga-No-Mikoto
Queue: Factory (currently 16) rush on turn 0 (if approved) > Cathedral > Hospital
MM: Move the labourer from the coast in the NE to what is currently jungle (WNW) as soon as the jungle is cleared and the tile is roaded, railed and irrigated. When the city grows, put the labourer on the hill 2NW

General MM:
Please replace any labourers that are displaced by pollution as soon as the pollution is cleared.
The DP may create specialists as necessary to prevent any city going into a state of disorder.

Worker Tasks: The following tasks are requested to be carried out in Edo
General: Please clear up pollution as quickly as possible.
Hill Valley: Is already using all the tiles it can, any further improvements around this city will not benefit the city and may only be of use militarily for movement purposes.
Izanaga-No-Mikoto: Clear, road, rail and irrigate the jungle WNW of the city and road, rail and mine the hills as shown below (you may want to road the unroaded tile with all the workers on it before moving any worker off):

Corrino: Railroad the mined hill N of the city and the irrigated grassland ESE. Chop the forest, rail and irrigate 2SW.
Duckburg: Please irrigate the mined grassland SSE of the city
En’Gha: Please irrigate the mined grassland NNE – NB: this is low priority; there are more important tasks to be done in Edo first.

Governor Furiey, if Shorin-Ryu or Odawara should be the winner of this poll, please change production for the winning city to the United Nations Wonder as soon as it's convenient for you.

All the large cities now have unhappy people as a result of losing our luxury trade. We either need to get our luxuries back or use the luxury slider so that we do not have unhappy people when we end the game.

Shorin-Ryu: Has now reached just over 80 uncorrupted spt, built Fanatica’s first Airport, and is able to build Fighters in 1 turn (160 shields) or an Army in 5 (400 shields). Tanks and Bombers requiring 100 shields each can be built as quickly in several other cities reaching 50spt. Shorin-Ryu could accommodate 2 more non specialist citizens, but this would not allow it to reach 100spt to allow it to build Tanks and Bombers in 1 turn. It would be best therefore to keep building Fighters and Armies until we have enough, then Wealth.

Corrino: Will grow in 2 turns, and use the last productive tile taking it to over 70spt after corruption. As it has an Airport, it may as well produce a few more Bombers before Wealth.

En’Gha: Is now at over 60 uncorrupted spt (ideal for Modern Armour in 2), but has stopped growing although it could support a higher population at this production level. A couple of workers or a Settler could be added to give a stable city at size 15, or the mined grassland could be irrigated to allow the city to grow. Like Corrino, it might as well produce a few more Bombers before Wealth.

Doomsville: Still growing, but using all available tiles, so future citizens will be specialists. Again with over 60spt ready for Modern Armour, so Bombers again before Wealth.

Odawara: Has some Entertainers that could be taxmen, and could support one more citizen as a specialist before zero growth. As other provinces are producing Tanks, Odawara may as well produce a couple more Bombers before Wealth.

Duckburg: Somehow a labourer has moved off the mined grassland to the hills taking Duckburg to over 50spt uncorrupted (not needed as it was building Infantry), but stopping growth. A labourer needs to be put on the grassland from the hills to restart growth, possibly irrigating as well until the population grows by one. Alternatively a Worker could be added. This city is short a Coliseum and an Airport. An Airport could be built in 1 giving another lifting point for our troops, a Coliseum would help with our border next to the Zulu if the game continues.

Hill Valley: Hill Valley is at it’s maximum size therefore maximum production (until Manufacturing Plants) of 32spt uncorruped. Perhaps and Airport before the Bank?

Izanaga-No-Mikoto: This city needs to grow – it’s only size 9 and can support a lot more. It has a Factory to increase production and will complete its hospital next turn, allowing an even larger population to be supported. Either a large number of Workers could be added to this city, or tiles irrigated to speed growth. Culture to help with the Zulu border is probably also in order.

Workers: There are several cities in Edo could provide homes for our workers who have little to do except clear pollution. If these Workers do not wish to take up residence, they will be required to irrigate to increase growth.

I have included some worker actions in the MM instructions for each city as they are tied to labourer positions and growth instructions. The worker actions are all also repeated under the worker tasks heading to enable the DP to identify requests easily.

Shorin-Ryu:
Queue: Fighter (1) > Fighter (1) > Fighter (1) > Wealth*
MM: Shorin-Ryu grows in 2 turns, both remaining tiles are desert so it doesn’t matter which tile the new labourer works. Two Workers may be joined to this city, but other cities in Edo are higher priority.

Corrino
Queue: Bomber (1) > Bomber (2) > Wealth*
MM: Grows in 2 turns, place the new labourer on the hill NNE (S of Duckburg).

En’Gha
Queue: Bomber (1) > Bomber (2) > Wealth*
MM: En’Gha is not growing, so either please irrigate the 2 grassland tiles (NNE and 2NE) to give growth in 14 turns – probably too late for the game, or preferably join 2 Workers or a Settler to the city.

Doomsville

Odawara

MM: Change the 2 Entertainers to be Taxmen,

Duckburg

MM: This city desperately needs to grow, therefore move the labourer from the coast in the NE to the mined grassland in the SSW. Please then irrigate 4 mined grassland tiles to give growth in 1 (then after that in 2 until size 12 when it will take longer). Put new citizens on the coast then sea and finally hill tiles to maintain growth. Please also join Workers and/or Settlers to this town so that it can use all available tiles ASAP. Once the city can use all available tiles, please mine grassland tiles again to balance the population and increase production.

General MM:
Please replace any labourers that are displaced by pollution as soon as the pollution is cleared.
The DP may create specialists as necessary to prevent any city going into a state of disorder.
When a city grows and there are no more tiles available to work, please create Taxmen unless Entertainers are needed to prevent the city going into disorder.

General: Please clear up pollution as quickly as possible.
Izanaga-No-Mikoto: Please irrigate 4 mined grassland tiles. Once the city can use all available tiles, please mine grassland tiles again to balance the population and increase production.
En’Gha: Please irrigate the mined grassland NNE only if workers are not going to be joined to this city.
Duckburg: Please irrigate the NNE grassland, when the city grows, mine the NNE grassland again to stop growth.

Worker/Settler (yes – we still have one) Join requests: Several low growth cities could benefit from Workers or Settlers being joined. In order of priority:
Izanaga-No-Mikoto: This city with the irrigation should be able to grow to size 12 in 5 turns, please then add 7 workers to use all available tiles.
En’Gha: Please join 2 workers (or a Settler) removing the need for any irrigation.
Shorin-Ryu: Please join 2 workers or a Settler.
If any more Workers need homes, please join them to any city that can support them without starvation
