SADETO Charter:
Article 1. The Organisation
SADETO is a political and economic alliance formed by its members with a goal to strengthen its members economically and militarily. Member nations work towards common goals benefiting the whole of the alliance. The alliance generally offers protection to its members from any form of attacks of non-members be in conventional, nuclear or in form of partisan, political or economic warfare. The alliance mediates and resolves crisis situations between members if necessary by using force. SADETO acts as a unified voice of its members on the world stage.

Article 2. Membership
a) Types of membership
Full Alliance membership is limited to South American and Latin American nations.
“Overseas” membership is granted to world nations willing to be active members of the alliance, however not located in Latin America. “Overseas” members have full member privileges, except they cannot be elected leaders of the alliance. Nor are they granted automatic membership in the military alliance.
Protectorate membership is granted to nations applying for this type of membership. Protectorate members do not have any votes in the General Assembly or the military alliance and cannot be elected head of SADETO. Protectorate members however benefit from all SADETO institutions and activities, including military protection.

b) Application for Membership
Any state in the world can apply to be a part of the Alliance. An applicant-state must ask a member-state to recommend it before the general assembly of SADETO. Unless more than 50% of members are against the applicant the state is granted membership. Membership is granted to an extent it is possible considering the applicants condition.

c) Leaving the Alliance
c1) If a member state is expelled from the alliance or wishes to quit it must go through a certain procedure. Failure to comply with these rules can cause any reaction from the Alliance including a declaration of war.
c2) The leaving state must go through 5 year period of re-adjustment during which it will disassociate itself with the Alliance. The steps include the breaking of all functioning alliance institutions including military, intelligence, economic, social or science Alliance institutions.
c3) A state could reverse the “break up” process in 3 years since its beginning.

Article 3. Leadership
a) The alliance is headed by a “Leader” state that reserves the right to speak for the whole alliance on the world stage and internally when dealing with individual members. The Leader coordinates the Alliance activities during war and has the right to veto any proposal unless all members are unanimously in favour. Leader-state reserves the right to adjust the Organisational Charter after more than 50% of states have agreed to the proposed amendments.

b) The alliance leader is elected by a simple majority every 10 years or when all members of the alliance, but the current leader, ask for a re-election. A re-election could be proposed not more than once in 10 year Leadership period.

Article 4. Military Alliance Membership
a) SADETO military alliance is known as SADETO Militares or SM (SADETO Military).

b) All full members of the SADETO automatically become members of the SADETO Military Alliance unless the Leader-state postpones their membership.

Article 5. Members Obligations
a) All members agree to share any technology with its alliance members free of charge, excluding military technology.
b) Members are expected to contribute a part of their income into alliance projects and development projects.
c) Members are expected to offer full support to SADETO Military (SA)
d) Full members are expected to work towards integration in all fields of activity.
e) All agreements signed by SADETO must be fulfilled by its members.
f) By applying members sign a non-aggression pact with all states party to the Organisation.

Article 6. Alliance Obligations
a) The alliance offers protection to all of its members from any form of attacks of non-members be in conventional, nuclear or in form of partisan, political or economic warfare.
b) Alliance acts as a body representing all of its members on the international scene in the best interest of the member states.
c) Alliance offers programs of development to its least developed or Protectorate-status members.

1. SADETO – South American Defence and Economic Treaty Organisation is also known as SADETA - South American Defence and Economic Treaty Alliance and is referred to in this document as SADETO, SADETA, Organisation or the Alliance.
2. Sudamericana Organizacão de Defesa y Tratado Económica (SODTE) is the Espano-Portugese term used.

SADETO Goals and Common Policies:
SADETO defines these new areas of development and goals:
- Further integration of structures of full members
- More active role on the international stage involving helping poor developed nations
- Further economic, social and technological development of member states
- Significant improvement in the speed of seabed and space exploration
- Stay on par with top world powers in terms of military and military technology

SADETO Military Organisation Charter
Article 1. The Organisation
The Organisation acts as a security body for SADETO protecting it from any form of conventional or nuclear attack with an additional goal of maintaining security in Alliance territories. In addition SMO shall resolve conflicts between members by the use of force, unless no other solution has worked.

Article 2. Membership and Leadership
a) Only members (“overseas” or full) accepted by the Leader of the SADETO are part of SMO. Unless the membership is postponed by the Leader, states are a part of SMO.
b) Protectorate SADETO members are expected to contribute, but do not own any decision power.
c) The Leader of the alliance is the Leader of SADETO. This member country is in charge of coordinating defence policy of the alliance as well as holding the Alliance Command Center and coordinating secret alliance research operations. Leader reserves the right to postpone the membership of any SADETO member.
d) Postponed Member of the SMO does not have any rights and obligations with regard to this charter.

Article 3. Obligations of Members
a) Member-states agree to upkeep their military forces on the best possible level to aid the military alliance in its principle goal.
b) All military technologies, up to but not including secret and top-secret, are to be shared among the military alliance member states.
c) All member-states must contribute to alliance operations according to their possibilities.
d) During SMO military operations all member Forces act under unified command.

SADETO Projects
All of these are SADETO projetcs were aimed at "modernising" the alliance. The following were implemented to full or partial degree over 10 years ago....

"10 Steps to Life" [Education]
Merges and integrates education system of all SADETO members into one standart system of education. Basically it does a number of things. It creates a standart 10 year educational program for children. First it ensures that all schools have the same standartized sylabus for all 10 grades. Schools are free to add anything they feel useful to this silabus, but they cannot take stuff out. Secondly this system will allow anyone from any of the schools in SADETO to transferre to any other school knowing that kids there study the same subjects. Furthermore it allows anyone who graduated in this system to apply to any university in the alliance. Thirdly one of the main goals of this project is to raise average literacy rate to 99% (OOC: not stats but percentage) as in most civilized states. We must bring in and educate most of our young population and still uneducated adults. A system of "adult schools" needs to be organised for them to study after work. Universities must cooperate with each other and use their resources efficiently to raise the finest and most knowledgible professional possible. One additional goal is to create some degree of "workoolicness" in students to make them want to contribute to the work of their state or the alliance.
[OOC: This system is actually based on the Soviet system which is considered one of the best in the world.]

Modernisation [Industry]
The aim of this project is modernising factories of SADETO and rush-build new up-to-date factories, ports, shipyards, powerplants and mines. The goal is reaching at least 80-90 industry in every SADETO member. Introduce new production technologies, invite unemployed people to work at factories, and other activites in this manner.

Transport Reform [affect on Industry and Economics]
This reform is aimed at standartising and modernising all transport systems in SADETO. All privat and government tansport corporations must talk to each other, agree on zones of services, fix and agree the schedules of all traffic be it sea, river, road, train, pipe or air. Integrate national transport systems and make sure that goods and people can travel safely and quick enough between states. Together with this the new factories will provide for some new standartised trucks, airbuses, ships and their designes to all states.

Economic Union [Economy]
Creates an economic union between all SADETO members. Aim - to make the economy of states more efficient and integreate them. First it should set up a number of agreemenst between states on what and where they trade. Then it should eliminate all tarrifs and taxen on imported/exported goods. This will allow for better trade between nations and also some nations to work on what they produce best (specialization). SADETO members agree on short-term regulations on businesses and wages until the member nations economies stabilize. Once that happens long term agreements should be signed. The same concerns social spending (pensions and so on). Brazilian Real is to be the currency to which all other ones are pegged. Once the reform is over a new SADEDTO currency will come into place. Nations also coordinate and sign agreements on banking, labour, patent, pollution laws and any other laws to do with businesses, production and economy. Make sure that states and companies help each other rather than intervene in each others market. Next step - full economic union and one currency.

Constructs a Stock Exchange building in Brazilia (city) to help integrating economies of SADETO and generate extra economy from quicker reaction on the market.

Reforms will take place and Brazil has no objections to membership of the CU.
 
The pride of the South American armies are moot because it's *the CU ambassador giggles* paying bribes to the CER for fear of being beat up. *the CU ambassador starts laughing* "Hehehehe."

One more remark like that and CU won't be welcome to SADETO anymore. For now please leave the organisational HQ and sober up.
 
Why is the CU of all people being allowed into a South American Union? I know you may have difficulty with the concept but New Zealand is not in South America.
Also how can the CU be in APETO and SADETO at the same time. What if the alliaances were to come into conflict?
 
Silver SADETO is in the process of re-defining its role and some non-Latin American members may be admitted if the rest of SADETO agrees. CU unlike some nations (and untill recently) has been friendly with SADETO and both sides have a lot to gain from this alliance. SADETO is in the process of reforming its charter with regard to non-SA members and defining its role more clearly.

Could you please escort this gentlemen out of the HQ? People who think that SADETO president has troubles with geography should stay at home instead of playing ambassadors. Brazil trully hopes that India will appoint someone more polite for her ambassadorial position on Brazil.
 
For the military alliance? Switch back to Democracy or adopt Demofascism. This way Brazil and the rest of SADETO can be sure that Argentina is pro-SADETO and not pro-anything else. Of course Brazil can accept Argentinian pro-communist government, but on the condition that no information shall leave the alliance HQ.
Unofficially Brazil welcomes Argentina and her leader into SADETA with open heart and hopes that Argentina will openly become pro-SADETO with no other loyalties to anyone but SADETO.
 
We are a democracy. The Communist Party currently has a majority in federal government. We have other political parties, free speech, and free elections at constitutionally mandated regular intervals. We have never ceased being dedicated to South America, and will proudly state again that we hold the good of South America and SADETO above any and all other external blocs or countries, and will not compromise SADETO or breach our moral duty to our fellow citizens in any fashion. And that is not just the promise of the government. Ask most Argentinean citizens and they will proudly agree with that principle.
 
lol yeah they are a democracy, i think your getting confused between a communist totalitarianism and a communist democracy
to be honest there is no point in having a communist democracy as it costs to much and the country falls behind, socialism is better, 4 years is to shorter time to change the country to communism and then having to change back to capitalism 4 years later is a hassle. Also the economic depression that having communism causes is a big one, stay capitalist and stay happy :)

Colombia is very upset that SADETO NPC nations booted Colombia out of SADETO in Colombia's time of need, and urgently requests to be let back in.

SADETO NPC nations refuse, saying that would lead to war with the CER, which would be, well, Mousepox-filled.

Colombia says that is it likely that Colombia will be invaded, and will be another CER puppet.
 
Brazil will discuss the situation in Columbia at its first opportunity....
We are however concerned that Columbia acted in the interest of a foreign nation while being part of SADETO which is totally against our principles.
Futher on the agenda: KGB Tsunami investigation and Tsunami relief fund to be organised by SADETO an its members. Brazil believes that aiding the victims of Tsunami is consistent with organisational goals.
