Creating Power Plants Over and Over...

Has anyone experienced this? Last night, I was finishing up a game with the Russians, well on my way to a Space Race victory (that's getting turned off next time), when suddenly, the game kept making me create power plants. I would create both solar plants and nuclear plants in a city, and when the second plant was finished, it would prompt me to create the first plant again. At first, I thought I was mistaken, but then it kept happening in all of my high production cities. In addition, it wouldn't let me create the components of my ship!! Only one city had the ability to create them, and for the other cities, I kept switching back and forth between the plants! ARGH! Eventually, the Americans completed their ship and I suffered a humiliating loss, despite my culture being more than twice as large as the next closest civ. Ugh.

One note I forgot to mention...this is probably the seventh game I've played until the end, and it's the first time I experienced this problem...but, man, what a problem...it was like my civ was stuck in a time loop...

You can only have 1 power plant of any kind in a city at any time. If you have a nuke plant, then build a solar plant, you lose the nuke plant. Thats why it reappears on your list of improvements you can build.

Well, if one city is producing a spaceship component, the other cities can't join in on the same component.

For some reason, though, it simply won't display the SS component, whereas in the same situation with a wonder it will be a greyed-out entry.

My solution when there were no improvements left to make was either to amass a large army or to put the city on wealth.

Ahh, that explains a few things. :D

btw, it sucks being on a continent with no rivers whatsoever. Can I build the Hoover Dam right now? Can I? Oooo no.

Not to mention you can't irrigate until electricity (well you could do it off of a lake if your lucky)

What I don't get is why inferior power plants (eg coal) keep showing up on the list after better ones (eg hydro) have already been built. In Civ2, IIRC, they were automatically dumped from the build options list.

iirc, all the power plants are not created equal. i think coal gives more of a production bonus than hydro for instance, but produces alot more pollution also. it's a trade off.

No it doesn't. Coal, Hydro and Solar are all exactly equal in terms of production. Coal produces pollution, becomes available the earliest, and is the cheapest to build. Hydro is cheaper than Solar, but requires fresh water to build. Solar is more expensive than Hydro, but has no special requirements. Nuclear gives double the production of the other three, and lowers production pollution by 50%(currently disabled in the basic civ3mod.bic for some odd reason), but is the most expensive to build and requires fresh water. Note that the Hoover Dam gives you a Hydro plant in EVERY city on the continent, including cities that couldn't normally build a hydro plant.

coal 50% production bonus...heavy pollution...cheap
hydro 50% production bonus... requires a river...low pollution
solar 50% production bonus... no special terrain... no pollution...expensive
nuclear 150% production bonus, requires saltwater or freshwater in the radius of the city...chance of meltdowns high in disorder....expensive.....very low pollution

i think once you build one power plant that is "higher" on the power tier the other should be obsolete
