Term 2 - Coordinating an Overall Strategy

This is the term 2 thread for discussing general strategy coordination and tradeoffs. In general the flow should work like this:

1. Consuls create long term plan proposals for their areas
2. People give their advice and consent (after amendments as necessary)
3. Merge long-term plans into 2-4 week strategy via discussion, including the people
4. Commander & Directors create short-term plans
5. Consuls & People give advice and consent (after amendments as necessary)
6. Play 10 turns
7. Loop back to commander / directors if conditions still equal
8. Loop back to consuls if conditions are significantly different

Well, I have a suggestion for a long term strategy. We should maintain a strong navy, preferably getting GL, and we should have settler factories to grab any spaces at short notice. Also, I believe we should priotize culture, as our other forms of expansion are becoming compromised by the other nations, esp. Dutch.

At the catchphrase of this office indicates, this term is the time for our nation to undergo vast improvement. We need to move from a position of being nearly last, if not dead last in the standings, to a position where we are the dominant civilization in our geographic group, and the leading one worldwide. To this end I would like to set some concrete goals we can use to gauge our progress.

Here are my initial thoughts on what we need to accomplish this term, from a very high level perspective.

• Surpass all our local neighbors (Netherlands, India, China) in most respects.
  • Number of cities
  • Land area
  • Population
  • Military strength
• Be in a position of technical leadership, or at least parity, with everyone.
• Be at least average with everyone in terms of military strength
• Obtain at least 2, preferably 3 more luxuries. Obtain a monopoly on at least one and use its trade to influence international relations and fund our own expansion.
