The suggestion is to capture Fortaleze and if that city has a pop of 2 or bigger to rush a settler by disbanding units (galeys). That settler will be put into a galley and sailed into the lake. Then Fortaleze will be abandoned.
The galley with settler can't be sunk without building a new city and even then it will be hard.
