This is the instruction thread for Sunday 4/10, 4PM MST, 7PM EDT, 2300 GMT.

I have a family event and cannot attend. The next available person in the CoC should play.

External Consulate - Policy for Term 2

Long Term Trading
1. Trading should be performed to maximise profit.
2. Monopoly techs should not be bought unless a subsequent 2 for 1 deal (or better) is available.
3. Strategic and Luxury commodities should not be sold to Countries that we believe we may be at war with during this term.
4. No GPT based deals should be entered into with any Country that we believe we may be at war with within the following 20 turns.
5. In the event of a war with India, any peace deal should maximise the gain of territory.
6. In the event of a war with The Netherlands, any peace deal should maximise the gain of territory.
7. A harbour should be built in a town that is connected to our capital as soon as is practicable, and in any case, within 10 turns of a harbour being constructed by a prospective trading partner.
8. Trading for Horseback Riding should be delayed for as long as possible to allow for the building of chariots. The precise timing for the purchse of this tech should be made by the Commander of the Armed Forces.

Long Term Foreign Affairs
China should be developed as a trading partner, and as a buffer against more distant civilisations.

1. any demands made by civilisations further from us than China should be refused.
2. Any demands made by India or The Netherlands made before war with these respective countries should be met. We should pay them.
3. Once our nation has reached a size of 12 cities, no demands should be paid, and this paragraph suercedes paragraphs 1 and 2 in this case.
4. When treasury allows, further embassies should be established and wars instigated between distant nations. The more tangled and complex the alliances the better.
5. Portugal and the Pyramids are a priority target for the time immediately following a government switch.

Long Term War Plans

1. War must be declared on India on or before 700BC.
The aims of this war are:-

a) Capture the Indian Capital to secure the iron resource.
b) Secure a source of silks
c) Provide a strong strategic positin from which to launch a war against the Netherlands
d) Use the peace negotiation to gain territory.

2. War must be declared on The Netherlands on or before 400BC.
The aims of this war are:-

a) Deprive The Netherlands of Iron
b) Deprive The Netherlands of Horses
c) Secure a source of Spices
d) Deprive the Netherlands of High Food City sites
e) Maximise territorial gain through peace negotiation.


Specific Instructions for this turnchat

1. Do not buy horseback riding unless it is the final tech required to reach the Middle Ages.

2. Do not sell construction whilst it is a monopoly for us. Although we will get less for it, the External Consulate is attempting to suppress the AI tech rate.

3. Establish an Embassy with the Hittites and sign an MA with them vs Japan. Use Philosophy to pay and if necessary a lump sum gold contribution.

DoI Instructions

Remember to continue to reference this guide for the worker actions.

Donsignia is still growing, so the next tile (in 2 turns) should be one of 2 grassland tiles. Have the worker group on the hills by Donsignia mine/road that tile next turn after they finish mining the hills.

Have the Provolutia worker group chop/mine/road the forest 1NE of Provolutia.

Roosting Tree will need a road and mine 1W of the city, and 1E of the city.

Bentley can have a road/mine 1SE and 1N of the city, as well as mining the iron hill (but do not connect it). It appears to suffer from 33% corruption. This should take a temporarly increased priority to build warriors. (I'd really like it to have a temple to prevent flipping...).

Here's the spt totals that are needed to reach their goals:

Camelot: Meet
Provolutia: Needs 6 more spt. (Note that Roosting Tree is using a tile that Provolutia should be using).
Donsignia: Needs 4 more spt.
 
Domestic Consulate Policy

City Goals: Try to get our cities to the target shield per turn goals established by the Director of Infrastructure.
Government Switching: If we acquire Republic, do not revolt. If the first war is over (with Dutch / India), please stop the chat to discuss a possible revolution.
Optimal City Number: If our number of cities is 14 or greater, please stop to allow for discussion of forbidden palace placement and a possible palace move.
Long Term Worker Goals: Try to keep workers in stacks of 3 for 1-turn roading.
City Placement: New cities from the Dutch territory and below should be placed to gain around 12-13 tiles, enough for a city without a hospital.

PS: What is the order of the CoC?

I only have a couple minutes, so I'm afraid I can't provide proper instructions. Since war is the priority right now, I delegate queue authority to the DP, with advice from the Military Consul.
 
FYI the CoC is the VP, Consuls in the order listed in the Constitution, followed by the Commander and Directors in the order listed, and Governors in the order provinces were created (easy to figure that part out).
 
Commadner of the Armed Forces

Continue build-up of Swordsmen in Bentley.
HMS Inquisitor shall explore in the southwesterly direction while keeping it in the coast. Besure to end it's turn on a coast.
upgrade any warriors to swordsmen if there are enough funds for the military budget

Quite an easy set of turns to play. I have gotten the save after Ginger Ale had to leave. I have manuvered troops in Bentley for the future attack against the Indians. Currently we have 11 swords awaiting for deployment as war clouds beguin to slowly creap it's way here.
