Long Term Trading
1. Trading should be performed to maximise profit.
2. Monopoly techs should not be bought unless a subsequent 2 for 1 deal (or better) is available.
3. Strategic and Luxury commodities should not be sold to Countries that we believe we may be at war with during this term.
4. No GPT based deals should be entered into with any Country that we believe we may be at war with within the following 20 turns.
5. In the event of a war with India, any peace deal should maximise the gain of technological advancements.
6. In the event of a war with The Netherlands, any peace deal should maximise the gain of territory.
7. A harbour should be built in a town that is connected to our capital as soon as is practicable, and in any case, within 10 turns of a harbour being constructed by a prospective trading partner.
8. Trading for Horseback Riding should be delayed for as long as possible to allow for the building of chariots. The precise timing for the purchse of this tech should be made by the Commander of the Armed Forces.

Long Term Foreign Affairs
China should be developed as a trading partner, and as a buffer against more distant civilisations.

1. any demands made by civilisations further from us than China should be refused.
2. Any demands made by India or The Netherlands made before war with these respective countries should be met. We should pay them.
3. Once our nation has reached a size of 12 cities, no demands should be paid, and this paragraph suercedes paragraphs 1 and 2 in this case.
4. When treasury allows, further embassies should be established and wars instigated between distant nations. The more tangled and complex the alliances the better.
5. Portugal and the Pyramids are a priority target for the time immediately following a government switch.

Long Term War Plans

1. War must be declared on India on or before 700BC.
The aims of this war are:-

a) Capture the Indian Capital to secure the iron resource.
b) Secure a source of silks
c) Provide a strong strategic positin from which to launch a war against the Netherlands
d) Use the peace negotiation to gain territory.

2. War must be declared on The Netherlands on or before 400BC.

a) Deprive The Netherlands of Iron
b) Deprive The Netherlands of Horses
c) Secure a source of Spices
d) Deprive the Netherlands of High Food City sites
e) Maximise territorial gain through peace negotiation.

Specific Instructions

1. Since chariots have not been built, it is now acceptable to trade for HBR if requested by another office.
2. Since Construction is known to Spain and China, it is acceptable to use it in trade.
3. War on India must commence by 690BC latest.
4. If no instructions from the COA are posted then Capture Delhi and Bombay, then heal the troops and assemble them in preparation to take Rotterdam. Stop the chat here.
5. If Instructions from the COA DO exist then stop the chat once Delhi and Bombay are taken and the troops will have finished healing in Bombay over the next interturn.

Domestic Consulate

Settlement Density: Cities should be founded to gain around 13 tiles per city, including the city center. This allows us to have cities without hospitals. Keep this placement until the desert near the Dutch city of Holwerd. After that, cities can be put closer together for easier defense, more culture, and specialist farms. Try to achive the 14 city mark, by means necessary, to acheive the ability to build the Forbidden Palace. If we reach the 14 city mark, please stop the chat for discussion of the placement of FP, and possibility of relocating the Palace. Keep the Indian settlement layout - capture cities, don't raze intentionally [autorazing is an exception].

City Production: Cities should try to achive their target goals of spt noted by the DoI. This can be achived by switching laborers around if needed as prescribed by the Governor. However, when moving from a tile to one with less commerce, and with the use of the luxury slider in effect, make sure the city does not plunge into city disorder.

Governments: Simply, if we get Republic, or the chance to trade for Republic, buy Republic provided we have finished our first war. Of course, this is also up to the Director of Commerce regarding trading, and if we should buy it. If we are in the middle of the war, do not revolt. Wait until we finish the first war to revolt.
 
My, what an eventful TC this will be...

Now, unless major opposition shows itself between now and the start of the turnchat, please sell Construction to the Maya for Code of Laws, Horseback Riding, Polytheism, and 95g (basically all of their tradable commodities). Also, please sell Philosophy to the Spanish for their worker and 2g.

Second, I will have to contradict the Resource and Technology Consul for now and set the slider rates at 40% tax / 40% sci / 20% lux. Keep it set so that we get Currency in about 11 turns, while maintaining a positive gpt balance. Happiness and keeping a positive (not zero) gpt are the slider priorities, so they may be changed as the situation permits.

I humbly request that the chat be halted the turn that we finish Currency, should that happen. We need to further discuss our next tech and reserach options.

Third, in accordance with the policy of the External Consulate, the Office of Commerce authorizes a DECLARATION OF WAR on the Empire of India as soon as Fanatannian troops are ready to begin the 'annexation' of that nation. May the RNG Gods bless our fighting men!
 
If the Commander of the Armed Forces does not post instructions in time for the chat, or if the instructions he posts conflict substantially from the External Consulates war plan then we must delay the chat to finalise a war plan.

Sorry to be a pain, but this is a critical juncture and the TCIT instructions need to be clear and unambiguous. I am at fault since I should have polled the war aims in the consulates policy. Sorry for that.
 
OK. In response to a query from the president I will drop my request for a delay, so long as the Instructions I have laid down are followed, and not exceeded. It is also OK to continue longer if the turnchat can proceed without input from the COA, just following the External Consulates guidelines. Sounds too complicated. :p

I'll amend my instructions to clarify.

Camelot - For some reason, a laborer is on the fish, and it's building swords. :nono: Place the fish tile onto the mountain again. This city must maintain 10spt, otherwise its' wasting shields, and turns! (Who put it on the fish?)

Roosting Tree - Again, this is using up Provolution's tiles. Remove them.

Provolution - Place tiles on mined grassland according to the graphic shown in the guide (And use the unmined road, too, temporarily until that chopped forest gets mined).

Donsignia - Continue growing the city (It needs a temple to reach its' max potential!).

Bentley - Unless we're not going to upgrade anymore warriors (we're running a deficit, I assume we aren't...), then connect the road. If we still plan to upgrade warriors, then don't. Mine the iron by Bentley (unless it's going to be a danger-zone within the next few turns).

EDIT: Just to note - if you want me to log the chat, IRC just went down, so I may or may not be logged in. (I'll be sleeping, too).
 
My internet connection has been highly unreliable the past several days. Some of the cable in this part of town runs on utility poles, and there was a truckload of hay parked directly under a cable over the weekend. The Comcast people were not amused and neither was I. :mad:

If tonight is an unlucky night and I can't make it online, please try to follow the CoC this time. I'm not taking official notice of irregularities other than to say higher level officials who are present need to explicitly say no before the next person can take it. :rolleyes:

I would also like to note that the Commander's instructions reference a screenshot taken before there was a road north of Bentley. The red arrow should be adjusted to take this road into account. Also please note the red arrow should be taken as stopping at Delhi since the next town on its path is not included in the External Consul's war objectives.

Actualy, Dave, I have made a few changes to better meet the External Affair's requierments. Delhi is no longer a stoping point in the war.

All Comcast Users seem to be having problems, too, including CG and I (we also use Comcast). This is why you should have turnchats during the day, too, since more people are awake. ;)

Thats the tricky part now with Comcast Cable, its unrelable after 8:30 pm EDT. Also, I have posted about this in the computers sub-forum here.
