THE GAME

The Setting


This game is not a sequel to my/Stormy’s 1949 NES, especially considering that the world got nuked in the end. This game starts in 1999 in our world with almost no alternative history elements. The Cold War is now over for more than 9 years, USSR disintegrated, and new challenges are facing the modern states ranging anything from resource shortages and oil crisis to terrorism and WMD proliferation issues.

For realisms sake I will add a few of the leading world organisations like the EU and NATO, together with some pre-defined weapons and projects. This NES will start as close to the modern world state as possible. Some small states were merged into bigger ones in 1990’s and the world awaits its destiny, whatever it might be. The rest is up to you. There’s almost no “history” to follow so any path of development is possible. The name is still the same because none of the Cold War dangers went away, they became even deadlier than ever before. Can you guide your nation through the new challenges?

Players and NPCs

The more players the better. I will not play, except for NPCs in some cases. There’s almost no “history” to follow so you are completely free in whatever you are doing provided that your resources and physical laws allow it. You can re-create the Cold War, battle for control of the Solar System, wipe everybody out with anthrax (please don’t do that), clone best people and so on. In fact I expect a lot of secret organizations, black and top secret projects, wars by proxy and other such things. This is politics in modern world after all. In the interest of prolonging the game I ask you not to ruin the world we live in. In fact some positive random events will happen in nations that are pro-peace and pro-planet. On the other hand if you are being unreasonable your missiles might never take off and blow up in silos due to “technical faults”. I did say maybe . NPCs will try to act in their best interest and in accordance with history.

You can pick a state, create and organization or a terrorist group, even a corporation [like in Goobers NES]. If you decide to run as a terrorist group or any other organization I will create secret stats for you but you will have to find funding for your activities i.e. from states or other organizations.

Turns and Updates

I will update as often as I can. I guarantee an update every week (on a weekend), or more often depending on the number of orders I get. A game turn is one year. Slight snag: I live in Europe which is a problem for most of you. So if there’s trouble write me a PM or write me an email and I will respond as soon as I can. I will update with 50% or more orders and give a warning 24 hours before starting it.

Orders and Stories

Orders – please write them in a list and submit by PM. Stories and innovative solutions in orders are also welcome and encouraged. If you like something to be done but do not wish to share it with the rest of the players mark it secret .
Stories are not necessary, but very encouraged. Writers will get an economy bonus and if their story is very good – some positive random events.

DOMESTIC POLICY

Economy


I will try to make this simple. You have 2 numbers as part of your economy: how much you can spend a turn/how much you have banked or you are in debt. There are two ways to deal with economy: centralized and not, and I will describe both in a second.

Centralized means that government taxes people, and then makes government projects, actually builds industry and it is controlled by the government. Needless to say it is an efficient way to raise economy but kills the ideas of free market and you can only go so far doing this.

Free Market means your government simply allowes the economy to take its own course. Companies will build industries, create jobs, and then government will give out contracts to those companies to build something instead of building it on a government factory. Economy grows faster but prices for everything will be greater.

Now, how do you increase your economy? You don't. The government has no direct control over economy. Using money to give tax breaks to companies in a non-centralized economy can work, or creating public works projects in a centralized economy could work, but you have to tell me how you are doing it, throwing money at the economy does not make it work better.

Government

There are a quite a few types of government allowed. All of them give your nation advantages or disadvantages. A country can change between similar forms of government with little loss of stability (i.e. monarchy to parliamentary monarchy); however changes from one political system to another will cost you much, maybe a civil war. Changing government type is a serious business, keep this in mind. NPC governments interact more favorably with governments of their own type. If you want to design a new form of government just do it and put it in your orders.

Stability

Is how stable your country is. The concept of stability also includes other things like moral, government approval rating, culture and stability itself. The decision is up to the mod, good stories and policies that your people like will help.

Industries

Same as economy, they could be centralized or not. If you are actually building industries as the government then you have to pay the people wages, regulate it, etc. Generally centralized industries are easier to increase but are generally not as effective as free market industries. For free market industries however you can only indirectly stimulate the companies to increase productivity. Same thing, have to tell me how you are doing it.

Trade

To establish a trade rout both players’ pay 5 economy points. This will provide an additional economy point to each of the partners every turn. Maximum of 5 trade routes is allowed.

Literacy

Literacy is the education of the general population in your country. Educated population is unlikely to start rebellions in democracies and more likley in totalitarian government, will sometimes make protests on wars and affect your economy in a positive way. And educated population will give birth to great scientists that can push your technology further to the stars. Education directly affects the progress of technological advances and projects in the country. Uneducated population will quicker converge to enemy propaganda, will slow down your technological advances, is likely to revolt or break away into smaller states. Literacy is measured in numbers. Literacy also affects the performance of your military. Literacy is represented by a percentage of the population.

Projects

Well they work the same as in other NESes. You say what you want it to do, I decide how much it costs in economy, then you decide if you want to continue with it. The only new thing that projects also take time (turns) to complete. I explain this with the idea that no pouring of money and resources can’t make construction go faster than it can possibly go or people thinking faster than they can. Every project will now consist of 2 components: “turns to complete” and “economy” needed to finish it.

Example: You start the “Internet” project that will increase your education and stability. The project will take 4 economies and 3 turns. If you pay 1 eco on the first turn after start the stats are: complete 1/4, turns 1/3 (turn 1 from the start). You can leave the project for 2 turns: complete 1/4 and 3/3 turns (turn 3). This means that the materials and research for the project are done and with sufficient resources it can be finished next turn. NB it could have been done in the next turn if the stats are: complete 1/4+3(this turn) and turns 2/3.

Advances

Work in the same way as projects. Advances can include new weapons, space flight technology etc. .... you pick. Advances include the technologies your country received not only developed.

THE MILITARY

The military consists of 4 parts namely Army, Navy, Airforce and Strategic Forces. With time Space Forces might be added too. The military is measured in divisions. 1 division = 10,000 soldiers = 100 tanks = 50 aircraft = 10 helicopters. Navy will be done in single ships, missiles in single missiles.

As soon as new guns are developed a whole army gets them. So for example if Soviets develop new K-47 model (52 mm) all Soviet troops from Mongolia to Germany get those weapons. This is however untrue for different mechas which need to be manufactured. Some old equipment could be updated to newer versions for ecos.

Nuclear Weapons are allocated between 4 branches of the military (mostly in Strategic Forces). It is wiser not to use them, but it’s your own choice. Same goes for other types of WMDs .

There will be a special post reserved for Weapons Description . It is created for players to estimate their own forces, as well as forces of their allies or enemies. Needless to say information here could help with trading military technology (more on that under technologies . Note that this list represents the best knowledge of the world intelligences. It is never wrong, but may be incomplete.

You can order conscription at any time and for many nations it is a normal policy. Gtives you more troops but reduces the quality.

DIPLOMACY

The UN


The UN is a very big organization that deals with many problems simultaneously. I do not wish to go into detail to all the special agencies as well as UNSC or the General Assembly. If you want to use them or create threads and resolutions for them go ahead. In UNSC all 5 main powers still have the VETO power.

Alliances, Treaties and Organizations

Another post is reserved for treaties such as NATO or Warsaw Pact. Form them in any way you like. PM me or post in the thread when you form the alliance (agreement text and members) and I will post it in the Alliance list . Same works for organizations and treaties.

NOTES: This game died the first time because of a very messy rules system. The second time because people decided to start wars and not try to gain influence through other means. Therefore, I am making a decision: wars are going to be hard to fight, WMDs will be hard to develop, and secret and innovative projects will be encouraged with bonuses. Got the hint?

World Conflicts:

Invasion of Taiwan (China vs. Taiwan) 1999-2002
A well-planned Chinese mission to overrun the small island of Taiwan. In Response the USA provoked a number of revolts in China that have been put down by 2002.

German War (Germany vs. Check Republic and NATO) 1999-Present
After a re-surgence of Fascist tendencies in Germany in 1999 the Army marched into Check Republic and annexed the nation. As a responce Germany was expelled from NATO and NATO begun a military operation against Germany.

Second Iran-Iraq War (Iraq vs. Iran) 2000-2002
Iraqi troops invaded the neighboring country and after cooperation with the Kurdish troops in the North managed to occupy south western Iran. As a result Iraq gaines small portions of the occupied territory.

Second Korean War (Japan and South Korea vs. North Korea) 2001-2002
With the aid of the newly re-militarized Japanese goverment South Korea invaded its Northern Neighbor in 2001. When Japanese power was oblitirated in the Japanese War South Korea was forced to accept very strict terms of peace with North Korea.

Japanese War (China and Russia vs. Japan) 2001-Present
Following Japanese re-armament and development of nuclear weapons the UNSC passed a resolution demanding disarmament and threatening war in case it was not achieved. When Japan refused to disarm Russia and China begun a military operation against Japan that has so far seen two nuclear weapons used.

Turkish War (Turkey vs. Russia) 2003-Present
After a number of ships carrying nuclear weapons into Russia were intercepted and the crew aprehended the FBR announced that the plan was devised by the Turkish government. Russia begun bombings of Turkey in 2003, and the Arab League has condemned the Russian actions.

Russian Designs

Tanks
T-72– Introduced in 1971 the T-72 was by far the best tank of his time, its is sill continuously upgraded and its design forms the base of most tanks in the world.
T-80– Introduced in 1983 the T-80 can be easily confounded with the T-72 by the outer looks, however the T-80 is mechanically far superior and can proudly claim to be the most mobile tank in the world
T-90– Introduced in 1993 the T-90 features a new generation of armor on its hull and turret and vast improvements in his mechanics, though its weight make its slower than the T-80.
T-80UM2 "Black Eagle"- Features a new turret with highly sloped front and a bustle-mounted autoloader on a standard T-80U hull. Also incoporates a redesigned ammunition storage scheme to reduce vulnerability to ammunition fires.
T-95– Introduced in 1998 the T-95 has a much lower and smaller Turret with a larger caliber gun than all its predecessors drastically increasing its survivability.

Armored Vehicles
BMP-1- Introduced in 1967 the BMP-1 is armed with a 73mm cannon and anti-tank guided missiles, the BMP-1, and all his successors, is fully amphibious.
BMP-2- Introduced in 1981 the BMP-2 is an improved version of the BMP-1. The new two-man turret mounts a 30-mm gun that can be effectively used against aircraft and helicopters.
BMP-3- Introduced in 1990, the BMP-3 is a totally new concept compared to the BMP-1 and BMP-2, is a light tank that can hold a squad of infantry; the BMP-3 is armed with a 100mm main gun, which can fire long-range ATGMs, and a 30mm autocannon.

URAGAN 9K57 – Introduced in 1977 the URAGAN is a MLRS, it can fire up to 16 220mm rockets at a 10 to 35km range.
SMERCH 9K58 – Introduced in 1988 the SMERCH is a MLRS, it can fire up to 12 300mm rockets at a 20 to 70km Range.
MSTA-S 2S19 – Introduced in 1989 the MSTA-S is a Self Propelled Howitzer with a 152-mm gun, it can fire projectiles at a distance of 28,5km and its build on a T-72 Chassis.

Anti Air Systems
ZSU-23-4 "Shilka"- Introduced in 1965 the Shilka is armed with 4 23mm Cannons and, during the afghan conflict, it proven itself extremely deadly against Infantry and lightly armored vehicles.
2S6M "Tunguska"- Introduced in the 1988 the Tunguska is armed with 2 30mm Cannons and eight 9M311-M1 missiles, its radar can detect incoming aircrafts at 18km range.
SA-12 “Gladiator”- Low-to-high Altitude, tactical surface to air missile system also has anti-ballistic missile capabilities, Maximum Range-100km Maximum Altitude-30km.

Mig-21 "Fishbed"– Introduced in 1958 the Mig-21 was a clear weather interceptor, the 1972 model/upgrade (Mig-21bis-B 'Fishbed-N') gave the Mig-21 multi-role fighter capabilities.
Tu-22M “Backfire”– Introduced in 1972 the Tu-22M is a Medium Bomber, it can carry up to 24000 kg (52,910 lb) of ordnance, including various missiles, and has a combat range of 2.880km.
Su-25 “Frogfoot”– Introduced in 1979 the Su-25 is a Ground Attack Plane, with its latest upgrade (Su-39 “Frogfoot”) this airplane is expected to stay competitive until at least 2010.
Mig-31 “Foxhound”– Introduced in 1982 the Mig-31 is an Interceptor, it can fly at extremely high speed but its somewhat limited by its short endurance.
Mig-29 “Fulcrum”– Introduced in 1983 the Mig-29 is a Multirole Fighter widely exported and license built by many nations. (Latest Upgrade is Mig-33 “Fulcrum”).
Tu-160 “Blackjack”– Introduced in 1984 the Tu-160 is a Heavy Bomber, it can carry up to 12 KH-55 nuclear or KH-555 conventional long-range cruise missiles or 24 Kh-15 short-range nuclear attack missiles carried in two internal weapon bays; or up to 40000 kg (88,183 lb) of freefall nuclear or conventional bombs, it has a combat range of 12.300km.
Su-33 (Su-27K) "Navy Flanker"– Introduced in 1994 the Su-33 is has extra small wings near the pilots cabin which shorten the take-off distance and improve maneuverability. While it is not assisted by a catapult the Su-33 has a higher thrust to weight ratio and also, due to better aerodynamics, generates more lift than western Carrier Based aircrafts.
Su-37 “Terminator”– Introduced in 1996 the Su-37 is a Multirole Fighter, its Vectored Thrust technology gives this airplane unsurpassed Maneuverability.

Attack Helicopters
Mi-24/25/35 “Hind”- Introduced in 1972 the Hind is both and Attack and Transport helicopter and is used by at least 34 countries, the Hind E versions (Mi-35) is still widely Exported.
Ka-50 “Black Shark/Werewolf”- Introduced in 1995 the Ka-50 is a Single Seat state of the art Attack Helicopter, and the first helicopter with a Ejection Seat.
Mi-28 “Havoc”- Introduced in 1996 the Mi-28 is very much similar to the Ka-50, it slightly better armored but can carry slightly less weapons and has a 2 man crew.

SS-N-27– Russian anti-sub anti-ship missile with a range of 300km and a payload of 400kg
SS-N-30– Russian SLBM with a range of 8,300km and a Payload of 10x0.1mt (MIRV) warheads.
SS-18 “Satana”- Russian Silo Based ICBM with a Range of 10.600km and a Payload of 10x0.55mt (MIRV) warheads or a single 20mt warhead

American Designs

M60 Patton - Introduced in 1961 the M60A3 version has been produced until 1983, used in Vietnam and Desert Storm, it proved itself to be a dependable vehicle in all areas of operation.
M1 Abrams – The M1 was introduced 1980, it received a better gun in 1985 as part of the A1 Upgrade and in 1999 the armor was drastically upgraded as part of the A2 Upgrade.

M113 – Introduced in 1960 the M113 comes in 12 variants and has been adopted by 50 nations, more than 80.000 of these vehicles have been built and with the recent M113A3 upgrade pack it seems that this vehicle will remain a common sight on the globe’s battlefields.

MIM-104 Patriot – Introduced in 1984 the Patriot is a is a long-range, all-altitude, all-weather air defense system to counter tactical ballistic missiles, cruise missiles and advanced aircraft.
Avenger – Introduced in 1992 the Avenger is a low level air defense system, it is able to fire up to 8 FIM-92A Stinger Missiles with an effective range from 1 to 8km.

The players were taken from the old NES and thus it means that they were not updated for long :blush:. Stormy knows about this and should fix it soon....
 
GLA reporting.As a terrorist I will probably be sending less than a divison to fight.Then again I might quit to join as nation or another organization.
 
alright, working on getting everything up, fixing stats, etc. and I am not too sure how long that will take. I have exams in a week, so it could slow down a bit, but after those we will start for sure.
