External Consulate’s instructions for the 5/8/2005 turnchat. Specific instructions appear first; the Term 3 Policy appears next, for reference purposes.

Specific Instructions

1. We are at war with the Netherlands. We will continue the war until they’re left only with the cities of Leiden and/or Delft.

2. Whenever we reduce the Dutch to the cities of Leiden and/or Delft, at the DP’s discretion we can negotiate peace with the Dutch. The External Consulate prefers we acquire the most valuable techs in our peace negotiations. If the Dutch have Feudalism and will give it to us, that would be the most valuable tech (because we can use our SL to build Sun Tzu). If they don’t, Monotheism would be the most valuable; hopefully we would also be able to obtain the Republic, or at least Monarchy. Of course, we will also take gold. As I write these instructions there is A POLL RUNNING to confirm that this should be our policy. Because I am writing these instructions far in advance of the expiration of the poll, the DP may want to confirm that the actual results of this poll support the External Consulate’s policy.

3. We have 13 turns left on MAs against the Byzantines with Maya, China, Portugal, Hittites, and Japan. Do not make peace with the Byzantines while these MAs are in effect.

4. We have a peace treaty will India that will run another 8 turns, and MAs against Persia that will also run another 8 turns. I would prefer that we stop the chat at that point so we can assess the situation as it is rather than issue instructions guessing at what the situation may be. This is a suggestion, not an official request. If the DP prefers to play on, instructions #5 & 6 address the Indians and the Persians.

5. Do not negotiate a new peace treaty with India. We will be making war with India when the Commander of the Armed Forces is ready to commence battle, which I assume will not happen this turnchat but will happen during the next one.

6. We are at war with the Persians and have MAs against them with Spain, Portugal, and Maya. These MAs expire in 8 turns. IN THIS POLL Fanatannians are voting whether to make an immediate peace with Persia when the MAs expire, or continue the war until the end of the turnchat and then reassess. If we continue the playchat past the time the MAs expire, the External Consulate prefers to extend the war until the end of the turnchat so that we have an opportunity to make a decision based on up-to-date events (unless the DP feels game conditions suggest otherwise). In this case, however, the DP may want to confirm that the actual results of the poll support the External Consulate’s policy (because I am writing these instructions in advance of the expiration of the poll because I will be away for a few days).

External Consulate – Policy for Term 3

Our Guiding Philosophy

Our long term strategy is to annex enough of the pangaea so that our territory is just below the domination limit. We expect we will at least annex most of the land up to and including the point where the Persian city Gordium currently stands.

We will seek to cripple the ability of all other Civilizations to win the game before we achieve our cultural goal of 130,000 points. This also means we cannot allow another Civ to reach 65,000 cultural points.


Long Term Foreign Affairs

1. We are now strong enough that we will not submit to any demands from another country.
2. We will continue to establish embassies with other Civs, and will encourage warfare and disharmony among our rivals. Such disharmony will be achieved through trade and alliances.
3. We will not enter into alliances, trades, or GPT deals with countries we think we will be at war with within 20 turns.
4. Once we establish a choke point at Gem Mountain we will consider entering into ROPs with other civs.
5. Portugal and the Pyramids are a priority target for annexation. Through discussion we’ve concluded that an overland attack may be the only practical option. Thus we will need to figure out how to get there.
6. China and France will be likely be targeted so we can get to Portugal.
7. Our policy is whenever possible any civ that has attacked us should be left with one city. Currently Persia, Byzantine, and Japan fall into this category.

Military Affairs

1. We are at war with the Dutch. Our objective is to leave them with one or two cities, and acquire techs, gold, and territory in a peace settlement.
2. We will attack India when our current peace treaty expires and either eliminate them or leave them with one unproductive city.
3. War with China or France (still to be determined) should begin as soon as possible after the Indian war.
4. Persia and the Byzantines have declared war on us. Our goals for these wars is to fight phony wars and to use MAs to encourage other civs to fight the wars for us.

If Feudalism becomes known to us during the TC then switch Regentahm to catapult or horse at the presidents discretion and use the leader once this has been completed. If this results in the loss of more than 10 shields then switch Regentham to temple and whip before using the leader.

I thank the governor for following some of the CCCP (and for making Oxford the FP site) I am glad to see that we are forcing some culture down the throat of our nation.

For the Future
When Sun Tzus Art of War becomes available to build, please build it in Regentham. It is to be rushed using Sir Isaac Newton.

50 AD's Turnchat Instructions for the Director of Infrastructure

2 Workers in Dutch Territory by Camelot: Move 1 south, and mine and road that tile so Camelot can work that instead of a mountain tile.

3 Slaves in Dutch Territory by Provolutia: Move to the grasslands N and then NE and mine and road those.

6 Slaves by Ela Springs: Mine current tile, then mine and road tile NW of New London.

3 Workers by Ela Springs: Mine and road current tile, then irrigate and road horse tile (assuming we have control of Breda by then).

3 Workers and 1 Slave by New London: Chop, mine, and road tile 2S of current position.

Slave by New London: Road current tile then mine.

Worker and 2 Slaves by Husborne Crawley: Mine iron and road it, then mine hill N of Husborne.

Worker by Spichester and any new ones: Finish the current road, the mine tile E of Spichester and then road and mine cattle.

Slaves and Workers by Oxford / Regentham: Finish chopping current tiles, than move onto tile 2SW of Regentham and chop that then irrigate surrounding tiles.

Slave by Striders Haven: Finish roading current tile, then move north and irrigate it.

Slaves by previous Arnhem: Get them out of harms way and roading/mining hills by Chaos and Husborne.

Any new workers: DP's discretion, don't let the enemy snag any.
 
City Foundings: build cities in the order given last TCIT. build a city one square SW of what was Arnhem and the next city one square South of Amsterdam. The next 2 cities after those 2 should be founded 2 squares directly West of Roosting Tree and after that, 2 squares directly South of Spichester.

Targets: Amsterdam, Eindhoven, Breda, Auchtermuchty, Sebadoh, Middelburg. Raze Amsterdam, keep the others.

  • Attack on Amsterdam: First priority is to raze Amsterdam. For the attack force, use all available swords, including the one that will be whipped in Mandos, except for the reg sword in Bentley and the damaged one near Strider. Total: 8 vet swords, 6 elite, 3 regular (2 vet+1 elite from Strider, 6 vet+4 elite+1 reg from Mandos area, 1 elite+2 reg from Ela Springs area).
    Use two attack points: FP wheat NE of Amsterdam for the east forces, and spices SW of Amsterdam for the west forces. Add at least one vet spear to each attack group. (For the west group you could use the one from Chaos, and move the spear SW2 of Mandos to Chaos; for the east group there is plenty of choice).
    Heal first, then march in stacks, the attack points can be reached simultaneously on turn 4 = 130AD (counting the present turn as 0), and we can attack in 150AD. This means that forces should enter Dutch territory in 110AD.
  • Horses are to be used mainly for skirmishing with Dutch attack forces (I expect only archers). Try to keep them on roads. Expected hot spots for defense are near Breda and Sebadoh. I would keep one in the east (Mandos-Strider area) as well. If we can spare them, please add some horses to the Amsterdam force. Note: governor MB is training several new horses, as indicated.
  • Use catapults at your discretion. They can be added to the Amsterdam attack, but if the Dutch keep throwing archers at us then it's probably more effective to bombard those.
  • After razing Amsterdam, attack Eindhoven with at least 5 swords and 1 spear, preferably also a horse (all healed, all vet/elite). Attack Breda with another such group. If we don't have enough forces, do Eindhoven first, and then proceed to Breda. Attack the cities of Auchtermuchty, Sebadoh, Middelburg at will. Middelburg is on a hill and probably requires 6 swords, the other two can be attacked with 4 swords, or 6 horse (a bit more is always better). In all cases, please add a spear if troops will be exposed prior to attack.
  • Please upgrade the warrior in Provo (60 gold), and use at your discretion. Advice: move him to defend Oxford and BlackHole.
  • Try to give our regular swords some easy kills for promotions, especially those going to A'dam. E.g. the one that will be whipped in Mandos could take out the encroaching archer on the next turn.
  • Avoid stationing valuable forces in risky flippers as much as possible. ATM the worst ones are Skye, Mandos, Chaos. Try to keep our forces out of reach of Dutch attackers when possible - that also means keeping them away a bit from Amsterdam, Breda, Sebadoh. We want the Dutch forces to expose themselves, not ours. Obviously this is not possible for the attack stacks, but it may be possible for horses and for individual units.

R&T:

Continue a slow research towards engineering. If you have a reasonable chance to obtain techs leading towards either The Republic, or Democracy, please pursue them.
If you are unsure if a possible deal is good, either delay the deal or stop the chat for forum discussion.

Stopped at turn 8 - we have razed Amsterdam, captured Breada and Eindhovern and founded 3 further cities on the yellow dots. We are now at War with France (they sneak attacked) and our Peace with India and alliances against Persia have expired.
