how can i create scenario?

please can any one told me how can i create scenario on civ3 please?

i tried to make one but ifailed

GO to the editor. This where you make the map, change rules, etc.
No the top you have different buttons to place rivers, resources, etc.
(from left to right: clear, load, save, undo, redo, zoom in, zoom out, grid on and off, terrain, resources, overlay, and loads more.) To change rules go to scenario and select 'custom rules' and do your thing.
