Where should we place the Military Academy?

Where should be place the Military Academy?
According to this poll, we want to use William Wallace for FREEDOM!!! Sorry, I could not resist that. We want to build the Military Academy, but where? The top Five cities are listed in the attached Image. This is what I said in the discussion about how to use WW.

This is very short notice. I'll amend my instructions to the DP to allow for deviation to insert Mil Acad where needed.

Mandos is the best producer and I think it is near completion of an improvement.

No to Halls of Mandos.

The trick is -not- the current leader in spt, but the city that has the most spt potential. I think donsignia has the most potential right now. Husborne would be 2nd. Even Chaos is a potential one, since mined desert is 3 shields, with floodplains to support them.

My canidates would be:

Donsignia (approx. 36spt with rails, courthouse and size 12)
Husborne Crawley (approx. 32spt with rails and size 12)
Roosting Tree (approx. 33spt with rails/size 12)

EDIT: Took the bottom 3 off, and left this with the top three.

donsignia looks like the best bet.

Don't do that yet. We have not polled it yet. I'll do this once we know the result of the poll of the MGL before we proceed.

If we're sure we won't be moving the Palace at some later date, Donsignia would be the ideal choice. Lots of shield potential, and it's one of the cities we target at the beginning of the game as our Wonder City because of its productive land. If we think we might move the Palace at some point I'd then suggest Oxford (FP will prevent corruption no matter where the capital is located).
