Could you make versions with something under the buildings, like roads, terrain, maybe some trees.
This pic below isn't a detailed, it is just a quick example, have thrown your city on top of some background.

The problem is that they would be too separate from the rest of the terrain, unless ofcourse i surrounded the road/fields terrain with buildings, which is a good idea
