Here is the poll which is so badly needed. The choices are:
5CC -- limit ourselves to exactly 5 cities
5BC -- limit ourselves to 5 built cities and allow some captured cities to be kept
Epic -- no pre-determined limits on number of cities.

What maximum limit do you want on the number of cities?
A. 5 (strict 5CC)
B. 5 + number of rival civs (5BC with captured cities)
C. 5 + 2*(number of rival civs) (5BC with more captured cities)
D. No pre-determined limit (Epic)
The winner will be determined using cumulative voting. Scan from one end of the list, totaling as you go. Stop on the option which pushes the count over 50%. If you're savvy in math you'll see that it doesn't matter which end to start from, but to eliminate the possibility of arguments we'll start counting at the top of the list.
