The economy of Germany is on the rise, Cuba has a democratic peaceful revolution, the JA continues its assault on the UK, UK continues to retaliate. The WC announces new military projects and gets one step closer to the moon. The normal matter of the world continues up until June 4th, 1960.

On June 4th the Polish government was arming citizens for the possible invasion of the country by the USSR. Most of the protests were out, but the defiant republic stood strong and was prepared to defend itself.

Around 0900 Moscow time the Russian Comander at the military base outside Warsaw reseived a direct order from Moscow: arm a Voin ICBM with a conventional 6000kg warhead and stand by for orders.

At 0923 an order to target a set of coordinates in the US was reseived and followed. Commander had no idea what was located at the coordinates, the KGB did - the US cosmodrome.

0931, just a minute off of the intended time the Warsaw base reseived an order - launch the ICBM, then go on high alert and prepare for the Soviet invasion of Poland.

0933, the missile left the silo, all systems functioning perfectly

0944, stable, low level orbit around earth achieved, NASA picks up the missile and goes on high alert

0950, NASA reseives first results, the trajectory apears to be heading for the USA, second check ordered

0955, target confirmed, the ICBM is heading for America, all American troops put on highest alert and all missiles are armed

1000, third check confirms the trajectory, the ICBM will impact on American soil withing 15 minutes, it already begun re-entry sequence, USA orders full bombardment of the USSR and allies

1005, USA final checks complete, missiles begin pre-launch sequences, smaller ballistic missiles fired from Finland and Pakistan. Soviet ICBM re-etered the atmosphere

1010, American missiles launched, final trajectory of Soviet missile calculated. USSR agencies pick up the missile launches from Finland.

1015, Soviet ICBM impacts and destroyes the American cosmodropme with a conventional explosion. News of the fact that attack was non-nuclear reach NASA

1017, American ICBM launches aborted, but the Finland and Pakistan missiles are on their way. USSR military on highest alert and all missiles armed.

1028, First Finland missile impacts in Leningrad, nuclear explosion follows, estimated casualties are at 60% of the population of the city. Soviet Union orders full retaliation.

1035, all Soviet missiles in the air, NASA detects the launches, American missiles ordered to fire

1045, 90% of the world's nuclear arsenal has been launched, the wrold waits in horror. Canada orders evacuations.

1050, JA launches a nuclear weapon into the UK

1100, first Soviet missiles begin to impact in the USA

1110, first American ICBMs begin impact all over Eastern Europe

1115, WC nations mostly destroyed by Soviet missiles, China, USSR, and other Comintern nations affected by hits

1145, most of the missiles have hit, casualties are catastrophic, radiation begins to spread.

1300, probably all missiles that were going to have hit, no indication of life anywhere in the USSR, Europe or North America. All civilization as far as can be seen has been destroyed. Climate change begins. Water level raised 3 meters.

1500, radiation sets in and dust clouds cover more than half of the atmosphere, the areas covered by them are not capable of sustaining human life. Radiation continues to spread. Water level rises another 2 meters, ice caps are melting.

2400, ice caps continue to melt, estimated time for radiation dust to settle: 13 years, human casualties: 99.73% Highest survaval rates are in oceania and africa and canada, but canada is expected to be covered in radiation from strikes in the former USA. Water continues to rise and radiation sets it. First signs of mutations appear in plants and animals.

13 Years Later

The place is North America and the survivors of the nuclear holocaust are living their lives in a new and strange world. The water levels have returned to normal, radiation clouds have settled and the handful of people who have survived begin to make a new World.

Throughout North America there are people who have survived in Nuclear Bunkers prepared by the governments of USA and Canada and those who managed to make it through the horrible 13 years without them. The population is greatly reduced and much knowledge is lost, but much still remains. Most industrial technology is lost, new technology is not really a possibility, nor is advanced building, but whatever was salvaged from the ruins of the cities is usable, and so many people got their hands on it.

New cities, or camps, sprung up slowly but surely. Old cities were abandoned and very few dared venture into them and most did not return. In some camps people managed to live together fairly well, without violence or blood, in orthers a few more ambitions men who managed to get their hands on a few guns terrorized the rest of the population.

Over the last few years a number of "governments" were set up throughout North America. Some areas remain in relative anarchy, everything was going its own way until a scout from the New California Republic ventured into the ruins of what was once San Fransisco. He returned with tales of horrors beyong belief and technology everywhere. But most importantly he returned meaning that it was possible.

The scout died soon after and rumors spread but died, the government of New California ignored the warning. And now it was going to come back and haunt them, and all of North America.

Orders
Orders in a list please. Stories and innovative solutions in orders also are welcome and encouraged. If you like something to be done but do not wish to share it with the rest of the players mark it secret . Orders in the thread will not be accepted unless my PM box is full . However you may post them for information. Diplomacy with NPCs or PCs can be done in the thread.

Stories
Stories are not necessary, but very encouraged. Writers will get an economy bonus and if their story is very good – some positive random events.

Economy:
Done exactly like in Storms NES.
“The Number next to the size is the number of turns it takes to get from one level to another, but also the number of points you can spend without falling to the previous level. So if your economy is stable, you need to improve your economy 3 times before you get to Growing, but once you get there, you can use 4 economy points/turn without falling back to Stable, and staying at Growing. Economy can only be increased 1/turn, even if you don't do anything else.” Economy can increase/decrease due to random events.

The most you can put into economy per turn is 1 eco. One small thing to add: if you have “2/3 stable” economy and increase it the next turn you will have “0/4 growing” not “3/3 stable” as before.

Military
The military will consist of whatever you people come up with. You think it up and I put it in the stats. Since this is sci-fi there is pretty much no limit.

Weaponry Description
There will be a post left for descriptions of different military systems. This will include what technology the nations managed to salvage, what new things they have come up with, and what useful mutations they have developed.

Mobilization:
Not yet, since the populations will be very small for the most part and everyone will be in the military or close to it. Think - fallout.

Stability:
I will indicate somewhere in the stats how stable or not stable your country is if it is out of the ordinary. The only way to change it is based on your actions.

Government:
Anything is welcomed. New types of government, revive old traditional types, etc. I will take anything, no limits.

Productivity:
Productivity is your country’s industries, simple as that. The more you have under your control the more things you can make per turn. At the begining this is most likely the salvaged working materials from factories that survived the nuclear war.

Trade:
No default rules, if I feel like you have done something that deserves eco I will give it to you.

Literacy:
How educated people of your "nation" are. The more educated they are the more likely the chance that some of them will randomly stumble over something and say "hey, I know what this is for" and give you tech. Also means that more of your people are able to work as scientists, etc.

Projects:
Well they work the same as in other NESes. You say what you want it to do, I decide how much it costs in economy. No time restriction, just eco, and as soon as you invest what you have to its done.

Advances:
Work in the same way as projects. Advances can include new weapons, space flight technology etc, but dont cost eco.

Mutations:
Yes, there will be mutations, and yes you can develop new once pretty much at will. Tell me what you want them to do and I will tell you everything you need to know like how long it will take.

Pretty much everything else is ok too, I dont like rules that put too many restrictions on people, so whatever you think is ok in the context of this NES is probably ok.

Different "Species"

Humans - normal humans, desendants of those who lived pre-war and managed to avoid most of the radiation. Some have small mutations but nothing major.

Berbs - mutations have caused for many of these people cancers in the muscles, and eventually developed huge muscle mass. They are geneally feared by other people for little reason and die very fast because of their cancer disease.

Belas - mutations of the body cause these people to rot alive. The process can take many years but those who live through the first stages of it lose all sensitivity to pain.

Smythes - different disases have drained the bodies of the people to almost nothing, but these are the few that have developed a resistance and have not died. They are little more than walking skeletons with skin struggling to survive.

Eques - cancers of ths skin have caused these people to become very insensitive to outside stimula, such as cold. They have strange flabs of extra skin where cancers are in their advanced stage and dont usually live long.


You CAN create your own as long as you run it by me, I will add it here.

The above are not "nations" they are the areas that the people in the citie or cities that is in it "know" about. Nations adjescent to other nations have the general idea of what those nations are. Grey on the map is the area where at least some people live. Black squares are "camps" the red once are destroyed cities. Hope that clears it up a bit.

Ok, stats are done, so you can now claim the countries, I think Silver wanted the black hand and gelion the NCR, the rest are free. You can also create your own country pretty much anywhere, dont even need a city there I will just put it there, just has to be in the grey area, got it? Post away.
 
Oh, and I am still messing with the map, that is not the final version since I realize its hard to tell what is what.

Pictures again flashed before his eyes. When this song was written he was not born, or so he was told. He knew this song and this old movie inside out. There was not much to watch during the 13 years of “after horror”. “A Kiss to Build a Dream on” showed the pictures of a world that the survivors should be able to build after the dist settles on the planet. A certain device codenamed “G.E.C.K.” was meant to provide everything one may need to build a better world. Pictures were those taken from the surface when it was still warm and friendly and wild imaginations of artists told to create a paradise on Earth on their paintings. They did. A line under a picture of normal flat blocks of 1960’s said “results may vary”. They indeed varied. Pictures of the ideal world were now replaced with general regulations on how to survive in the new environment. Useless junk….. not one of them could be considered useful from what did happen…. “make sure the keep your eyes protected when you leave the vault as your eyes are now more vulnerable from years of isolation”. The movie finished with an optimistic line that “GECK is your best hope for a better future”. It did not cause more than a sad grin. From 13 years many of the survivors believed it, until they did open that gate.

Elric stood up and turned the machine off. He did not know why he kept watching this particular movie. Could it be because he wanted to see what might have been? Or did he just review pictures from the world he knew would never come again? He could not answer that. All he knew that they are on their own now.

He was there he was there when the gates opened and he saw the Earth as it was 1973 after birth of Christ…… dead..... God forgive us. He was there when….

Elric walked out of the room to join with the rest of the Council. He did not want to be late for that big one.
 
New Californian Republic (NCR) as of 1973 AD

NCR
New Californian Republic is an independent state ruled by a President and the Senate. It is an indirect democracy for the time being with an aim to build a stable, tolerant and strong society on the ruins all previous dogmas. NCR stands for progress and cooperation in all their forms and in particular for equality for any survivors without any discrimination. NCR means progress.

Heads of State
The state is headed by a leader, traditionally called “Mr. President” or the “Head Councillor” who was elected by the ruling body – the “Senate” or the “Council” for life. The Council consists of between 4 and 10 members, each of them having one vote on any matter. The President can veto any non-unanimous decision by the Council. When the President dies he is replaced with a successor of his choosing, unless it is stated otherwise. 1/3 of the Council can be chosen by the President, when the rest get elected in elections held every 2 years.

Motto: “Survivors for Survivors””

Social structure:

Society – every sentient capable of reason and independent thought is considered a full citizen will all the rights and responsibilities applying to him.

Laws – system of laws is based on what is left from previous US domestic law, laws that were passed in NCR and the laws that were made in a hurry when NCR was setup

Army – Army of NCR will uphold order and stability of NCR territory and will carry out outside missions as long as the goals of NCR as satisfied.

Policies and Attitudes - NCR accepts any religious belief that is now harmful to NCR and its citizens. NCR will pursue policies that are beneficial for its citizens. NCR does not tolerate any political parties and movements as all citizens of NCR belong to one party and should act of its interest.

The Republic of Cuba

Head of State

Council of 4 Elected officials

Two positions rotated out every two years.
(in order of length since last election) Thus term of Council seat 4 years.

No limit to amount of times in office.

Elected by popular vote by all that can pass a pschological examination.
(basically no-one who is insaner etc).


Judicial System

2 judges operating on commen law

Has the power to strip people of the power to vote if they have tallied a certain amount of Crimes

Serve for a term of 7 years, voted in by the Public.



The Forum

Direct democracy if 40% of the people vote in favour of something the Council MUST discuss it.
Again if it concerns the Judicial branch it must be put towards a reconsideration.

if 75% vote for something after it has been rejected by the Council or the Judges they must adopt it,
or further compromise. (including sacking one of the Judges or the Council)


NO political parties, the council and judges are put their to represent the people.


Other:
Attitude to religion: Heavily against it, blames it for the destruction of much of the world and anyway,
with all this destruction around isn't it obvious that there IS NO GOD. (atheist). Legislates laws against
religion.


Attitude to Mutants: easy going no-one gives a damn anymore they all have to help each otehr now.
