2 diff PC's-same install error: Feature Transfer: C++ Runtime Libraries 7.1

I have tried installing this on two different computers that meet or exceed the system requirements. One is running Windows 2000 and the other Windows XP professional both with all the lastest SP's. One is a Dell Lappie (8200 with the 64 MB Radeon 9000, 2ghz and 640 RAM), the other has an nVidia with 128MB

On both I get the same error message at the very end of the installation process (dics 2 at 98+%) while installing the file civilization4.msi:

Feature Transfer Error
Feature: C++ Runtime Libraries 7.1
Component:
File:
Error: Incorrect Function.

The only option is "OK"

Any help?
 
I'm having the same problem. I was going to try to install the boost C++ libraries and python libraries manually and see if I could get that to work, but I'm frustrated. Now mine doesn't quite meet minimum system requirements (Athlon 1.0 ghz, 512 mb ram, 128 MB Raedon video card, WinXP SP2), but I figured that'd just hurt my game play as opposed to not install correctly. Any ideas?
 
I've found a workaround which at least let me get into single player mode. I haven't tried anything else yet. Before clicking the OK button, go out to the installation directory and copy all of the files to a temp directory. Then, click ok which rolls back the file installation. Then copy the files back and you should be able to run the game. I'll post if I have anymore difficulties.
 
possibly you have curropted C libraryies try to dl them from MS or wherever. on the other hand, I don't know how old your computer is, but Dell does tend to mess up their OEM OSes with all their preinstalled software ( I know firsthand) you might be happier with your laptop If you do a clean install of windows.
