problems starting civ4

Hi everyone, i've read so many posts about problems with civ 4 and solutions that i am confused. I tried about everything but the game still won't start.
The error i recieve is : Failed to Initialize Rendere - Check DirectX Version and Graphic Settings.
Well i downloaded the latest directx driver from microsoft.com
I tried installing catalyst 4.12 and version 5 but either i recieved errors or the game 'won't start up.
I also installed latest videodrivers (at least i think i found the correct ones) but still without success.

Please any advice would be most welcome!

My specs are : 2 Ghz AMD Athlon proc
1 Ghz RAM
ATI RADEON 9600 - 256 MB graphic card.
 
I tried using PakBuild but it went non responsive, and had to use Task Manager to close it... I've downloaded the app three times and tried to unpack the file dozens of times with the same result.

No other game has ever given me this much trouble. I'd return it if I didn't love playing it so much on everyone else's computer!
 
That's weird, it worked perfectly for me. I use downoad accelaraot and some different sites come up where to dsownload it from. I picked the fastest one but when I tried to use it i got the message that the file was corrupt. So I picked another slower one and that worked out nice.
 
Did PakBuild turn "not responding" when you run it, or when you did the Unpak step?

During the UnPak step ... The progress bar filled up instantly and stopped working.
 
5. Wait. The program may appear to hang with the progress bar at 100%, but it will be done with unpacking in 2-5 minutes.

ok, thanks for clarifying. could you post your specs? Maybe there's something we missed.
 
Pakbuild didn't "hang" for me. like i said before i got to choose several site that have the bpakbuild for download with download accelarator. after picking a slower site and tried it it worked great, although it took a while before it was complete, but heard my HD working all that time so i knew it wasn't finished. I attached the working version of pakbuild (at least it worked for me)
