From what I understand, the guy has a small transmitter that broadcasts the songs over an AM band. So when you drive by in the car you can tune your radio to hear it with out disturbing the neighbors.
As a programming geek, I can tell you that if he did it the way that I'm thinking he did it.... we'll let's just say that's more work than I'm willing to do.
