As RavensFire pointed out I did not put a value on:
Outside of our territory or enemy territory the Secretary of War need the President's permission to move beyond a certain boundary of our borders
I didn’t include a value because I wanted to put up a poll. This does not effect the two recon units (scout and explorer), but because of barbarians, animals and whatnot, protecting our Empire in the early game is more important now, than in previous Civilization games. To that end I put in the above clause to keep an over jealously exploring Secretary of War from moving defensive units too far away from where they are needed with out realizing it. This does not apply to troops in the vicinity of an enemy during war time. The question is: How far should our troops be able to move from our border before this clause is activated:

This is a case where KISS should rule. Don't include a rule about this at all, it just adds needless complexity to the ruleset. The President or any other citizen is perfectly capable of informing the Secretary that it is unwise to move our unit too far away, and once a rule like this is present then we get into trouble when there is a valid need to exceed the limit. Do you really want to be the military leader but have to "ask permission" for something so trivial.

Also what about ships? What if we're playing a civ which doesn't get scouts right away?

I understand you point about KISS and I will think on it, but for argument for the sake of argument the ships point is moot since the President controls them anyway.

I agree with Dave. Public pressure should keep good tabs on "overzealous exploring", and if we don't learn Hunting soon we may rely on Warriors scouting for a while. In my opinion, making a rule like this is like saying "You can only build banks in size 5+ cities."
