The History of the African Communities of Economics

The African Communities of Economics was formed in 1825 in a response to growing imperialism on the African continent from the Anarchian French Empire and in 1829 was a major contributor to its downfall. Signalling the rise of world economic power it has continued to profess the ultimate goal of ending all imperialism in the continent of Africa and allowing for a free trade within the African continent. This was futher expedited by the growth of the Egyptian company, the 'Pharoh's Rail' which owns all the major rail networks between the major cities of Africa is used at heavily discounted prices by all ACE nations.

In 1829 during the First World War, the ACE nations signed a Rights of Passage agreement via the Pharoh's Rail network allowing for all African armies to partcipate fully in the defence of their continent.



The Six Point Charter of A.C.E

1. All African nations assist each other in their mutual defence, an attack on one of them is an attack on all of them
2. There are no tariffs between African nations
3. All African nations have their currencies floated against the Egyptian Dinari (the most powerful currency in the world)
4. All African nations consult each other in matters of commerce
5. The Secretary General of ACE is voted upon every five years
6. ACE is a democratic organisation with each nation holding ONE vote only.

Resolutions

All resolutions must be submitted in the following format

Resolution# (chronological order) Resolution Title: Resolution text.

No resolution may be up for a vote for more than one game turn.

A total of five resolutions may be pending at any one time.

The Secretary General may declare a pending resolution to be against the spirit of the organisation and veto it.

The Secretaty General's postion is voted upon every five years.

Resolution 6: Condemenation of the French Kingdom.

ACE shall publically condemn the French targeting of innocent Moroccan civilians (including women and children) in Rabat and enact a trade embargo on the French until such reparations and apologies will be given.

Resolution 1: The Formation of an A.C.E. Rapid Deployment Force (ACERDF)

This force will be made up of ten thousand men of every nation with voting power within A.C.E. and be used only for operations within the African continent, primarily for humanitarian or peacekeeping missions. They would be called upon by the Secretary General, and his proposition for their use shall be voted upon by the General Council.

Resolution 1a: Depolyment of ACERDF to the Democratic Republic of Madagascar

The deployment of ACERDF forces, should they be created, to the Democratic Republic of Madagascar to replace the AU troops already stationed there.

Resolution 1b: Heaquaters and Leadership of the ACERDF

The Headquaters of the ACE Rapid Depolyment Force (ACERDF) is to be based in a secret military instalation within the Sahran desert. The military commander would be selected by consensus of all voting nations and futhermore would take orders from the Secretay General on the guidlines set out by the voting members

Resolution 3: Amendment to the ACE Charter:

Replace clause number two which currently reads as:

Egypt thus proposes Resolution 5: Changes to Resolutions

Only the author nation of a resolution may change the text of a resolution. Other voting members of ACE may only vote on the resolution not propose changes to the resolution.

Sahara puts forth Resolution 1: The Formation of an A.C.E. The Imperial Republic of Egypt votes yes on Resolution 1 and 1a. Futhermore it proposes:

Prior to voting on the deployment of the troops to Madagascar we would like to see how the government of Madagascar feels about it. We will vote favorably on the other two resolutions though.
 
Thoug Our Aplication is still pending, the Impirial Island of Madagascar wishes to state that we agree with all three Resolution, even though we do not have a vote. anything that will bring Stability to our Island will be welcomed, and as long as the Democratic Republic of Madagascar dose not attempt to fight us, we see this as a positive improvement, esspecially in light of the recent collapse of the former Madagascarian goverment.

Of course we would wish the Democratic Republic of Madagascar would see the light and need for a suprimum Athority in order to ensure the stability of Our Island, but we will no force such a view upon them.
 
Arabia votes against the formation of the ACERDF. I'm in the middle of a maelstrom now. A small nation on Sumeria's border, allied with the nations they are at war with. I would like to see ACE try and end the current batch of wars rather than create a force that lets us enter wars more easily. I'm thankful to be an ally of Egypt, the world’s most powerful nation, but the Arab people wanted independence so we could develop our culture, educate ourselves and create a nation based on our common history. However the current state of affairs between nations has forced us to spend all our economy on defense.

ACE nations will not attack Sumer, but only defend their borders and blockade trade.



Commentary:
Wars tend to spread, dragging more and more nations into its wasteful vortex. As the nation most likely to get caught up in the whirlwind next I have a strong interest in stopping or limiting the conflict between ACE members and Sumer. If ACE members simply block trade and fortify troops on Sumer’s borders that may contain the violence. China, Pacifica and Greece have more reason to fight and even just the threat of ACE troops in the south will be a significant drain on Sumer’s resources. If Sumer is given an excuse to take the offensive in the south, Arabia has little chance of protection its long border. Egyptian and Sinhali aid would simply arrive too late to save a significant portion of our already small nation.
 
AU is in favor of all resolutions, including Arabia's one
 
Sahara and Morocco vote no on Resolution 2. The Sumerians blatantly attacked Egypt, and while we are not planning on getting involved, the Egyptians have every right to defend themselves and make sure aggressive nations like Sumer are not able to start wars of this magnitude again.

We are trying to end the batch of wars by ensuring those nations that start them are dealt with suitably.

ACERDF is by no means a offensive force but it is a defensive force for the African continent that will use fast responsive times to help ensure the continued soverignty of all members.
 
The Secretary General vetos The Arabian Resolution as it is not tabled in the required format. Futhermore it goes against the spirit of the African Communities of Economics that declares that self defence is required for the continued independence of ALL African nations.

Conversely the Secretary General takes note of the Arabian decleration of war and then sudden retraction of thus said decleration of war against Egypt and the other ACE members. We remind this esteemed body that it was not only Egyptian ships that were fired upon by the Sumerian Navy but also Saharan and Morroccon naval ships.

The resolution does not curtail self-defense of any African nation. Its purpose is to limit only this war against Sumer so that aside from the possibility of a few border skirmishes African nations can continue to develop while other nations that have real cause to fight Sumer can exhaust themselves. Nor is it intended to limit freedom of action at sea. At the end of a victorious war in which few Africans have died we will be in an even stronger position in regard to Sumer.

Victory is measured by the balance of nations after a conflict, not a measure of how many of our soldiers have been sacrificed. Sumeria has declared war, so let them do the work of attacking fortified positions. What will offensive action earn us? More barren desert terrain? The hope of receiving eco levels that may not even cover our costs? Or maybe a powerful neighbor bent on revenge? For these potentail gains nations voting against this resolution are putting Arabia in the gravest danger.
 
Egypt will not restrict itself in its own self defence nor would we ever ask any other member of this esteemed body to do so. On another note we are not activating ACE on this war, our other alliance being sufficent to deal with this. Arabian neutrality is going to be respected by Egypt and I am sure SUmer will not attack Arabia. If they do however I am sure the 700,000 plus troops you have shall be sufficent to deal with any badly divided Sumerian troops they have.

Futhermore the Secrertay General contoinues to deny this resolution as it is still not tabled in the proper format.
 
BTW What makes you think Egypt after being attacked does not have a real cause to fight Sumer? We have more of a reason than anyone else.

The delegation from the AU would like to note that Egypt's objections to the Arabian resolution and attempts to keep it from being voted on are very unprofessional and seem like a power trip. We would like to see Egypt help new members in the process of submitting resolutions and not use its position as the chair to forbid resolutions it does not support from coming to a vote.
