DirectX problem "cannot be trusted"

I had a problem trying to install the DirectX9c. When I tried to install it with the game it said that something "cannot be trusted" and then the installation terminated.

The game seemed to install fine but I did get a message that said something like "this program has not been tested by microsoft and should no be installed" (not exact words)

but ive been getting that message for everything ive installed latley...even my new mouse

Some quick help would be amazing
 
There is a system whereby various drivers, programs etc are submitted for testing by the maker to Microsoft. MS check it for compliance with "Windows good practice" in coding. As you can imagine, there is a certain amount of 'controversy' about it all. The message you are seeing is letting you know that MS have not verified that its ok. Does not mean that it will not work - 99.99% do, but it may work in ways MS would not like. You can switch the warning off, but its only one click to say continue, and its always handy to get it so you are aware, and can therefore make your own decision to load it or not.

Here is some advice from Microsoft about troubleshooting the error message when installing DirectX. Post again if you need more help, or advice about any specific step.

"A cabinet file is necessary for installation and cannot be trusted." ERROR during installation. This problem happens in most cases due to system corruption or users disabling their cryptography services. Please try the following steps to see if it resolves the issue.

o Make sure your cryptography services are enabled. To do this, go to my computer | manage | services and applications | services. Then go to cryptography services properties and make sure the service is started and startup type is set to automatic.

o If you are running Windows on a FAT32 drive, run scandisk.

o Try the resolution steps in http://support.microsoft.com/default.aspx?scid=kb;en-us;813442.

o Try the resolution steps in http://support.microsoft.com/default.aspx?scid=kb;EN-US;822798.

o Remove temporary files in %temp% and (if installing end-user runtime)
%windir%\system32\directx\websetup Error
 
A thorough checkdisk might be in order if you're using Windows 2000 / XP. Right-click on your C: drive in explorer or "My Computer" and choose Properties > Tools > [Check Now] > check both options and [Start Now].
I believe from a DOS box the command is "CHKDSK C: /R". You can type "CHKDSK /?" to see a list of the switches.
This sometimes takes a while, and requires you to reboot.
 
Alright... by following microsoft's resolution steps I was able to install DirectX9c

but now I have a new problem. when I try to start the game I get this message: "This application has failed to start because D3DX9_26.DLL was not found. Re-installing the application may fix this problem"

im gonna try to re-install CIV4 and try it again... if anyone could help me some more it would be a huge help
