For convienience I am reposting this from the nomination thread.

I wanted to take this opportunity to discuss my stance on the responsiblites and duties of the office of the Minister of the Interior and how I would act if elected.

My general philosophy regarding how best to develop the interior of our great and growing civilization embraces the idea that no one approach will give us the best chance to take hold of this world and make it ours. There is much that we currently do not know about our world. We don't know who else inhabits it. We don't know where all the vital resources we will need for expansion and development will be located. The best that we can do is be prepared to take advantage of the knowledge we gain as the game progresses.

Overall, the civilization must be balanced between the three facets of development; growth, commerce and production. Growth obviously drives the capabilites of our nation and as such I will endevour to help us maintain as fast a growth rate as we can without sacrificing extensively from either of the other facets. However, we must not grow out of control and damage our nation through unhappiness, unhealthiness, or financial difficulty. Commerce will drive both our treasury and our knowledge and we must not neglect it. Production will determine our ability to take advantage of our knowledge gained through research and our ability to defend ourselves. The policy of the Minister of the Interior should attempt to gain the maximum advantage in each of these areas from the available land and resources.

If elected I will endeavor to provide effective leadership through the powers vested in the office of Minster of the Interior. I will not use my election to attempt to subvert the will of the people or to enforce my own personal tastes over those of the citizenry. I will do my best to consult the appropriate members of the citizenry and the elected officials to make the best informed decisions I can.

Now I will discuss the individual duties of the Minister of the Interior. (I have copied the formatting of von Clausewitz for convienience)

1. The Minister of the Interior shall be in control of all workers not assigned to Governors.

As Minister of the Interior it would be my duty to work with the govenors of our cities to develop the land and resources available to us. I would strive to delegate workers to the govenors for the improvement of the cities lands whenever possible, but I would also attempt to have 1 or 2 workers available for use in connecting and exploiting new cities and resources as they are discovered or brought within the cultural boundaries of our civilization.

2. The Minister of the Interior shall designate any specialization of Cities

I would refrain from designating a city to only one role as much as possible. The govenors of the individual cities or states will have significant input into any possible designation. I would also designate cities only in cases where development along one specific path is clearly the best option for both that city and the civilization as a whole. An example would be a coastal cities with 1/4 of its tiles as river/flood plains, 1/2 its tiles as coastal/ocean, and the others as a mixture of desert and plains. A city such as this would clearly be a powerful commercial city, but would be hard pressed to become a major center of production.

3. The Minister of the Interior shall designate how many units of each type to produce. (A. The Governors may work it out amongst themselves on which city actually produces what.)

While the power to determine the mixture of units is granted to the Minister of the Interior, clearly much deferrence should be given to the Secretary of War as to the composition and number of units for both offensive and defensive needs. I will not attempt to undermine or overstate the wishes of the Secretary of War, but will in my position lobby for reasonable defensive strength and mixture of units. I will also attempt to the best of my ability to balance the military needs of our nation with the infrastructure development that will be necessary to make our nation great.

4. The Minister of the Interior may decide where to build any Citizens Assembly approved Wonder.

Wonder creation will be assigned to those cities best suited to producing the wonder in a timely manner and best situated to recieve its benefits. This will be true of both World and National wonders. The Citizens Assembly and other appropriate government officials will be consulted extensively before such a decision is made.

5. The Minister of the Interior shall keep track of the resources in our territory and where they are.

I heartily approve of the stance of Von Clausewitz and will attempt to provide as complete a set of information as I can for our nation and the world we know.

6. The Minister of the Interior shall control all Great Engineers.

While it is unlikely that there will be a Great Engineer born into our civilization in the near future, I believe that Great Engineers are best used to hurry the production of Great and National Wonders. Secondarily, using a Great Engineer as a Great Specialist is a possibility assuming we are still relatively early in the game and the over time acrual of benefits outwieghs any near term uses for the Great Engineer. Lastly, using Great Engineers for technology should be considered but only if there is no near term potential for Great Projects.

The Governors Council shall not exist until there are at least three Governors. Until then vacant Gubernatorial offices shall filled by an appointment of the Minister of the Interior.

Again here I agree with Von Clausewitz on appointing a Govenor. No Govenor would be appointed without their consent and I would plan on posting opinion polls as to the candidates that are potential appointees.

Hopefully this gives everyone a good understanding of where I stand on the issues affecting the Ministry of the Interior. Questions and comments are welcome.

Lastly, I will make a concerted effort to be available for all turn chats and be active daily in the forums. If some, as yet unforseen circumstance prevents me from faithfully fulfilling my duties for any extended period of time I will step down from my position and not force the community to have to deal with another no show official.
 
Bengeance has put a lot of work into this election both his platform and keeping the election tracking up to date so i vote for him

Good point. He obviously cares a lot about doing the job correctly, so I'm sure he is the best choice.
