[PYTHONCOMP] Custom Experience breakpoints

This code allows you to edit the experience breakpoints. It will probably become obselete come the SDK.

The interface has been modded so that the new required experiences are shown in the bottom left hand pane. The mouseover texts will still show the old information. I cannot fix that.

To edit the breakpoints open up CvCusExp_CFG.py and change the numbers!

Just to warn you, sensoukami has been reporting some weird behaviour. I'm not quite sure quite what has been causing this... so it might not work 100% as advertised.
